First of all, I would like to sincerely congratulate many groups and individuals of Hai Phong city for their achievements and being rewarded after 10 years of building new rural areas.
Through the city's report and video clips shown at the Conference, the success in building new rural areas in Hai Phong has been fully demonstrated. I highly appreciate the City Party Committee, People's Council, and People's Committee for organizing this 10-year review conference of new rural construction so that we can summarize the theoretical and practical contributions to the Central Government.
As you know, on October 19, the Government and the Prime Minister will chair a conference to summarize 10 years of building new rural areas nationwide. Therefore, summarizing at the local level closely and specifically how much will be contributed to the Central Government, especially large urban areas with many rural areas like Hai Phong. This summary also shows that the Party Committee, government and people of Hai Phong city, in addition to developing the central core urban area, strongly developing infrastructure, strongly developing industry and services, very key sectors of the city, are also highly focused on seriously and effectively implementing Resolution 26 of the Party Central Committee on agriculture, farmers and rural areas, and at the same time payingTimely implementation of Conclusion No. 54 of the 12th Politburo in 2019 to continue implementing Resolution 7 of the 7th Party Central Committee on agriculture, farmers and rural areas.
I appreciate Hai Phong city organizing this summary conference. I would like to highlight a few points so that we can draw out some issues that need attention.
First of all, Hai Phong is an urban area but up to 55% of the population lives in rural areas with over 1.1 million people living in rural areas; 53% of the area is agricultural land; 8 districts/18 administrative units. This is a big challenge and a heavy task for the Party Committee, government and people of the city in the work of building new rural areas.
Uncle Ho once said: "If our farmers are rich, our country is rich, if our agriculture is prosperous, our country is prosperous." If we carry out Uncle Ho's teachings on agriculture and rural areas, we must understand this and not just focus on urbanization in one direction.
The Party Committee and government of Hai Phong city have considered this to be the central and thorough task of the 2 terms 2011-2015 and 2016-2020, especially the 2016-2020 term with the Hai Phong City Party Committee having issued an Action Program, many important resolutions, and many specific actions to determine the development of agriculture, rural areas and farmers.
The entire political system has joined forces, including mass organizations, the Fatherland Front and especially the people. I was very touched to see many elderly people today receive Certificates of Merit from the city, proving the great awareness and contribution of farmers to this cause. Our strength comes from the people, and Hai Phong has shown this.
From clear thinking, drastic and consistent action has helped the Party's Resolution come to life. Therefore, the countryside, agriculture, and people's lives in Hai Phong have changed and improved significantly. City residents are very excited about the city's dramatic change.
Hai Phong has quickly achieved the basic steps to reach the finish line. To date, Hai Phong has had 79 communes achieving new rural goals, and it is expected that by the end of 2019, 100% of communes will reach new rural standards; 50% of districts basically completed 99% of new rural district targets, 13% higher than the whole country. Many indicators and criteria reached higher levels than the national average, such as concreted roads and infields; The rate of actively irrigated and drained agricultural land area reached 100%; The rate of rural households using clean water is over 92%.
In particular, the city has decided to invest 25 billion VND in each commune, not including cement support. This is the largest investment level in the country. In the final phase, Hai Phong city implemented it seriously and drastically.
New rural areas are not only a matter of infrastructure but more importantly the living standards of the people. The average income per capita in 2019 is 3.5 times higher than in 2010, the poverty rate is 1%, while the whole country is 4.5%.
I highly appreciate Hai Phong's success in mobilizing social resources to build new rural areas: of the total mobilized resources of nearly 47,000 billion VND, up to 45% were mobilized from society.
I also especially appreciate the fact that many large economic corporations have invested in agriculture in Hai Phong such as Vingroup, Xanh Ky Duyen, Luong Hue poultry breed, Vinafood fruit and vegetable processing... Especially many agricultural cooperatives have contributed to new rural areas.
Hai Phong has promoted the agricultural and rural economy using high technology, planning 3 high-tech zones and 42 high-tech production areas with an area of over 5,000 hectares.
City people have welcomed and supported the New Rural Program through many forms of participation such as: donating nearly 420 hectares of land, over 1.3 million working days, and nearly 1,000 billion VND in cash. From there, it creates a very respectable image of the State and the people working together.
I also appreciate Hai Phong's special attention to policy beneficiaries and the poor. Promoting democracy with the people, without forcing, gradually enlightening the people. This is important experience in this important cause for the country and the city.
It can be said that after 10 years of implementation, the New Rural Construction Program has created real changes in both quantity and quality for Hai Phong, linking modern urban areas with rural areas. Since then, Hai Phong's countryside has changed greatly, and because of that, the confidence of 55% of the population in rural Hai Phong has clearly increased.
This is an important result of the spirit of cooperation and consensus of both the political system and the city's people. I think that Hai Phong has made a very positive contribution to the country's overall success in building new rural areas, developing agriculture and especially improving the living standards of farmers.
I would like to, on behalf of the Party and State leaders, warmly praise and congratulate the achievements in building new rural areas that Hai Phong city has achieved in recent years and have made important contributions to the results of building new rural areas of the whole country.
However, besides the achieved results, new rural construction in Hai Phong city still has some shortcomings and limitations:
Firstly, agricultural production in particular and the rural economy in general are still small, scattered in scale, and developed below potential and advantages. Agricultural production in many places is still small and fragmented. Agricultural growth is there, but it is not sustainable or high. Food quality and safety is also a concern; The chain linking from production to product consumption has not yet been formed. There are not many agricultural products with strong brands.
To date, the country has 103 new rural districts; The Northern Delta has 40 new rural districts, but currently Hai Phong does not have a district recognized as a new rural district.
Second, the process of economic development and strong urbanization has caused many rural areas to not retain the traditional values of the Red River Delta countryside. The cultural heritage of rural Hai Phong is very large and needs to be preserved.
Third, the rural environment still has many worries, especially waste and polluted water sources. Rural security needs to be consolidated and strengthened to ensure peace along with strengthening the government system for production development and protecting people's safety. Hai Phong countryside must be a peaceful, secure, safe and cultural rural area.
That's why a big question is that in the process of urbanization and building new rural areas, the reputation of "Tien Lang has rivers all around, has a profession of growing medicine, has a profession of mating", Tien Lang, Vinh Bao pipe tobacco, yellow flower sticky rice wine, Cat Hai fish sauce, Ha Lung grilled pork, Cat Ba dried squid... and names that have long been associated with Hai Phong, especially traditional rural culture of Hai Phong, Will it remain or disappear? What are those precious cultures like? In 10-20 years, what will the traditions and cultural beauty of Hai Phong's villages be like? We not only develop the economy but do not preserve the nation's cultural traditions, an indomitable and heroic culture.
On July 8, 2019, the Standing Committee of the Hai Phong City Party Committee issued Action Program No. 76 to implement Resolution 45 of the Politburo, which defines the program for building new rural areas for the period 2021-2025 and by 2030 to meet the requirements of promoting improvement in the quality of new rural construction associated with sustainable poverty reduction, better-off material life, and living environment. safety, rich spiritual life, and maintaining national cultural identity. I agree and agree with the directions proposed by Hai Phong. Hai Phong needs to have more model new rural districts and communes than the expected number. Hai Phong needs to pioneer in building new rural areas that are worth living in, green, clean, and beautiful. From now until the end of 2020, Hai Phong needsThere are more specific and more widely announced plans for building new rural areas, especially in island communes.
It is necessary to build a unique agriculture, taking full advantage of the fourth industrial revolution. That is urban agriculture, agriculture with a dominant position in the region in terms of technology, services and value-added chain, processing, especially origin of goods, electronic payment, domestic trade, and export.
Construction of new rural areas, the next phase is conservation and development, which need to go hand in hand, without bias, building new rural areas is associated with embellishment and preservation of monuments. Hai Phong must be modern, but Hai Phong also needs to preserve its traditional beauty and quintessence, first of all the national intangible cultural heritage, in localities along with typical clean, organic agriculture, creating an attractive tourist space in an overall development picture.
Continuously further improve the quality of life of farmers, strongly reform administration, and eliminate petty corruption for rural people. We must pay special attention to environmental protection, including the treatment of solid waste and domestic wastewater, and resolutely say no to nylon bags and disposable plastic items.
Building new rural areas is a huge, long-term revolution, demonstrating the deep concern of the Party and State for agriculture, farmers and rural areas, creating a solid foundation for the cause of industrialization and modernization of the country. That revolution does not stop at the conclusion or in 5-10 years.
I hope that comrades will continue to promote the results achieved, unite, be proactive and creative to bring Hai Phong to comprehensive development, including the issue of successfully building new rural areas.
