(Haiphong.gov.vn) – On the afternoon of October 15, Hai Phong City People's Committee held a conference to summarize 10 years of implementing the National Target Program on building new rural areas for the period 2010-2020.

10 years, completely changing the face of the countryside

During 10 years of implementation, the Program has been actively, proactively and creatively implemented by Party committees, authorities, the entire political system and the city's people. Building new rural areas has become a major movement throughout the city, achieving many important results, completely changing the face of the countryside.

When starting to implement the new rural construction program in Hai Phong, according to the review results, the average number of criteria for new rural areas reached 5.76 criteria/commune, many communes only met 2-3 criteria. By the end of 2019, the city had 139/139 (reaching 100%) communes completing new rural construction. Complete the target of the Resolution of the City Party Congress for the 2015-2020 term 1 year in advance. The quality of many criteria is higher than the new rural standards of the Central Government and the national average, such as: Roads in villages, hamlets, and inner fields are concreted (the central government stipulates that only hardening is required). The ratio of actively irrigated and drained agricultural land area reaches 100% (the central government regulates 80%).  Percentage of rural households using clean rural waterreached 92.1% (central regulation 65%). The poverty rate is 1% (4.5% nationwide).

By the end of 2019, 3/6 districts basically completed 9/9 criteria for new rural districts, reaching 50%, higher than the whole country (13.04%) and the Red River Delta (35.71%).

The City has promptly and synchronously issued mechanisms and policies, prioritizing investment in large resources to implement the Program. In 10 years, the city has built, upgraded and renovated 5,711 km of roads, 269 electric pumping stations, solidified 231.9 km of canals, dredged over 4,600 km of canals, 393.65 km of medium and low voltage lines, 1,137 transformer stations, 559 school buildings at all levels, 629 cultural works, 50 rural markets, 48 medical projects and 37 water supply systems meet urban water standards. The average income per capita in rural areas in 2019 reached 55 million VND/person/year, an increase of 39.49 million VND compared to 2010. Rural infrastructure was invested in, expanded, and basically upgraded synchronously and modernly, completely changing the face of agriculture.g villages, improving production conditions, material and spiritual life of the people.

Implementing the new rural construction program, the city not only used the state budget but mobilized many different resources: The total investment from the central and local budgets was over 25,840 billion VND, but it attracted other resources to invest over 20,968 billion VND, accounting for 44.7% of the total investment resources for new rural construction.

In the coming time, the city will continue to determine that building new rural areas is a regular task of the entire political system, building new rural areas to meet the requirements of promoting and improving comprehensive quality associated with sustainable poverty reduction, a well-off material life, a safe living environment, a rich spiritual life... The goal is that by the end of 2020, 100% of districts will meet new rural district standards. By 2025, there will be 4 districts meeting model new rural district standards; 30 communes meet advanced new rural commune standards; 20 communes meet model new rural commune standards; 100 villages meet model new rural standards. Average income per capita in rural areas increased 2-2.5 times compared to 2020 (2020 is estimated to reach 60 million VND/person/year); residual poverty rateat 0.2%; The rate of people participating in health insurance reached 95%; The rate of people using clean water (like urban areas) reached 100%.

By 2030, 100% of districts will meet model new rural district standards; 100% of communes meet advanced new rural commune standards; From 20 to 30% of communes meet model new rural commune standards; 250 - 300 villages meet model new rural village standards. The average income per capita in rural areas is 2 times higher than in 2025 (2025 is estimated to reach 120 million VND/person/year); poverty rate below 0.1%; The rate of people participating in health insurance reached 100%; Maintain the rate of people using clean water (like urban areas) at 100%; 50% of districts converted into districts.

On this occasion, the City People's Committee awarded Emulation Flags to two localities, An Duong district and An Thai commune, An Lao district, which have had typical outstanding achievements in the Emulation Movement "The whole country joins hands to build new rural areas" in the period 2016 - 2020. Awarded Certificates of Merit from the Chairman of the City People's Committee to 84 collectives and 298 individuals who have had outstanding achievements in the Emulation Movement. Pioneer in building new rural areas worth living in

Speaking at the Conference, Prime Minister Nguyen Xuan Phuc praised and congratulated the achievements in building new rural areas of Hai Phong city that have been achieved in recent years and have made important contributions to the results of building new rural areas of the whole country.

The Prime Minister stated clearly that Hai Phong is an urban area but up to 55% of the population lives in rural areas with over 1.1 million people living in rural areas; 53% of the area is agricultural land; 8 districts/18 administrative units. This is a big challenge and a heavy task for the Party Committee, government and people of the city in the work of building new rural areas.

The Party Committee and government of Hai Phong city have considered this to be the central and thorough task of the 2 terms 2011-2015 and 2016-2020, especially the 2016-2020 term with the Hai Phong City Party Committee having issued an Action Program, many important resolutions, and many specific actions to determine the development of agriculture, rural areas and farmers.

The entire political system has joined forces, including mass organizations, the Fatherland Front and especially the people. "I was very touched to see many elderly people today receive Certificates of Merit from the city, proving that farmers' awareness and contribution to this cause is great. Our strength comes from the people, and Hai Phong has shown this" - the Prime Minister expressed.

According to the Prime Minister, from clear thinking, drastic and consistent action has helped the Party's Resolution come to life. Therefore, the countryside, agriculture, and people's lives in Hai Phong have changed and improved significantly. City residents are very excited about the city's dramatic changes.

The Prime Minister highly appreciated Hai Phong's success in mobilizing social resources to build new rural areas: of the total mobilized resources of nearly 47,000 billion VND, up to 45% were mobilized from society.

The Prime Minister also especially appreciated the fact that many large economic corporations have invested in agriculture in Hai Phong such as Vingroup, Xanh Ky Duyen, Luong Hue poultry breed, Vinafood fruit and vegetable processing... Especially many agricultural cooperatives have contributed to new rural areas.

Hai Phong has promoted the agricultural and rural economy using high technology, planning 3 high-tech zones and 42 high-tech production areas with an area of ​​over 5,000 hectares.

City people have welcomed and supported the New Rural Program through many forms of participation such as: donating nearly 420 hectares of land, over 1.3 million working days, and nearly 1,000 billion VND in cash. From there, it creates a very respectable image of the State and the people working together.

The Prime Minister also appreciated Hai Phong's special attention to policy beneficiaries and the poor; Promote democracy with the people, do not force, and gradually enlighten the people. This is important experience in this important cause for the country and the city.

The Prime Minister acknowledged that after 10 years of implementation, the New Rural Construction Program has created real changes in both quantity and quality for Hai Phong, linking modern urban areas with rural areas. Since then, Hai Phong's countryside has changed greatly, and because of that, the confidence of 55% of the population in rural Hai Phong has clearly increased.

On July 8, 2019, the Standing Committee of the Hai Phong City Party Committee issued Action Program No. 76 to implement Resolution 45 of the Politburo, which defines the program for building new rural areas for the period 2021-2025 and by 2030 to meet the requirements of promoting improvement in the quality of new rural construction associated with sustainable poverty reduction, better-off material life, and living environment. safety, rich spiritual life, and maintaining national cultural identity. The Prime Minister agreed and agreed with the directions proposed by Hai Phong. Hai Phong needs to have more model new rural districts and communes than the expected number. The Prime Minister requested Hai Phong to build a unique agriculture, taking full advantage of the fourth industrial revolution. Construction of new rural areas, the next phase is conservation and development, which need to go hand in hand, without bias, building new rural areas is associated with embellishment and preservation of monuments. "Hai Phong must be modern, but Hai Phong also needs to preserve its traditional beauty and quintessence, first of all the national intangible cultural heritage, in the localities along with typical clean, organic agriculture, creating an attractive tourist space in an overall picture of development" - the Prime Minister emphasized.

In addition, it is necessary to continuously improve the quality of life of farmers, strongly reform administration, and eliminate petty corruption for rural people. "We must pay special attention to environmental protection, including the treatment of solid waste and domestic wastewater, and resolutely say no to nylon bags and single-use plastic items," the Prime Minister said.

According to the Prime Minister, building new rural areas is a huge, long-term revolution, demonstrating the deep concern of the Party and State for agriculture, farmers and rural areas, creating a solid foundation for the cause of industrialization and modernization of the country. That revolution does not stop at the conclusion or in 5-10 years.

The Prime Minister hopes that the city's leaders will continue to promote the results achieved, unite, be proactive and creative to bring Hai Phong to comprehensive development, including the issue of successfully building new rural areas.
