(Haiphong.gov.vn) - On the afternoon of April 25, comrade Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council heard a report on the development of a project to support materials and plant varieties for organizations and individuals producing as raw material areas for fruit and vegetable processing factories. Attending the meeting were comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Bui Duc Quang, Member of the City Party Committee, Vice Chairman of the City People's Council; Nguyen Dinh Chuon, Member of the City Party Committee, Vice Chairman of the City People's Committee; Leaders of relevant departments, branches and localities and leaders of Lavifood Joint Stock Company and Haphofood Company Limited.

Draft Project for developing vegetable and fruit production in Hai Phong city to 2025, with a vision to 2030, developed by the Department of Agriculture and Rural Development. The project was built to exploit the potential strengths of land, climate, infrastructure, transportation, consumer markets, geographical location, and economy of Hai Phong city to build and develop vegetable and fruit production, creating large commodity products to supply raw materials for processing factories, food needs of the city, domestically and for export; ensure food safety and environmental hygiene; increase income for rural people and quality criteria for new rural construction. Build and develop vegetable and fruit growing areasassociated with product processing and consumption. Vegetable and fruit growing area increases from 7,500 hectares in 2018 to 17,500 hectares in 2025; Vegetable and fruit output increases from 200,000 tons in 2018 to 600,000 tons in 2025. Basically, vegetable and fruit products are produced according to advanced standards (GAP, organic...). The project is to build a raw material area for the fruit and vegetable processing factory in Tien Lang district (expected to start construction in May 2019).
The project will have 6 mechanisms and policies to support the development of vegetable and fruit production, which are the following policies: Support for land reclamation and production conversion; Support for seeds and essential materials; interest rate support on loans for production development; Support for technical transfer and product quality certification; Support the organization of production management and product purchasing; Supporting infrastructure in concentrated production areas.
The implemented project will form concentrated production areas with food safety; Promote the restructuring of crops on rice land towards producing goods with outstanding productivity and quality, meeting national, international and export standards; Production value per unit area reaches 0.8 - 1.5 billion VND/ha/year; Economic efficiency increases 6 - 10 times compared to current production. At the same time, contributing to promoting forms of production cooperation in agriculture; attract over 300,000 workers in rural areas (accounting for about 30% of workers in rural areas); The average income of vegetable and fruit producers reaches 100 million VND/person/year. Along with that, maximize resource efficiencyn land resources in rural areas, contributing to the rapid completion of the new rural construction program.
After listening to the reports and opinions of the delegates, City Party Secretary Le Van Thanh highly appreciated the preparation work of the Department of Agriculture and Rural Development to develop the Project. He emphasized that the construction of the project with the goal of serving the raw material area for the fruit and vegetable processing factory in Tien Lang district, contributing to restructuring the agricultural sector, increasing labor productivity, creating jobs, improving the lives of farmers, and taking advantage of land potential, therefore, the Standing Committee of the City Party Committee is determined and highly focused in implementing the construction of this Project. He highly agreed with the delegates' opinions on the importance of the Project and agreed to submit it to the City People's Council for consideration, decision, and efforts toat the 10th meeting of the City People's Council in July 2019.
Comrade Secretary of the City Party Committee directed the City People's Committee to establish a Steering Committee to develop the project with the participation of leaders of relevant departments and branches, Secretaries, Chairman of the District People's Committee, investors and invited representatives of a number of agricultural research institutes to participate and advise. The districts also established a Steering Committee to implement specific programs and plans. For investors, the City Party Secretary suggested coordinating with the city to seek advice from the Ministry of Agriculture and Rural Development and related units to clearly determine the types of plants suitable for the soil in Hai Phong, ensuring people provide raw materials for the factory all year round...
