(Haiphong.gov.vn) - On the afternoon of April 26, Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh chaired a working session with the World Bank Delegation on the implementation of the Urban Transport Development Project. Also attending the work were representatives of leaders of relevant departments, branches and localities.
According to the report of the Project Management Board, up to this point, the site handover rate of the entire project has reached about 98.0%, of which: An Duong district, Hai An district handed over about 97.7%; Kien An district handed over approximately 100%; Ngo Quyen and Le Chan districts have handed over 100%, to complete the road clearance work, there are currently 113 households that have not handed over the site to the construction contractor.
For construction work, up to this point, trunk road construction and installation packages have reached about 75.3% of the contract volume. Regarding the opening of some sections of the route, according to the progress milestone set by the city before May 13, 2019, about 13.3km of the section from Ho Sen intersection, Rao 2 bridge to National Highway 10 must be opened to traffic. Currently, this section of the route has been completed about 78%, the remaining 4.8km from Truong Chinh street to Provincial Road 351 and 5.2km from Provincial Road 351 to National Road 10 are continuing to be deployed. construction. The contractor is also rushing to complete the construction of Dong Khe bridge and the asphalt concrete mat on the section from Dong Khe bridge to provincial road 351. It is expected to complete the construction of Dong Khe bridge before April 30, 2019 and the asphalt concrete layer under the section from Dong Khe bridge to provincial road 351 before May 13, 2019.
At the meeting, the World Bank delegation expressed concern about the overall progress of the project, which is currently very slow, related to site clearance work, financial issues for the project and the capacity of the contractor. According to the Working Group, the project needs to be urgently deployed and completed before the end of the Credit Agreement on February 29, 2020. If it cannot be completed, the city will have to find other financial sources to continue implementation and achieve the project's development goals.
Speaking at the conclusion of the meeting, Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh thanked and appreciated the cooperation and assistance of the World Bank in implementing projects in the city.
The Vice Chairman committed to the World Bank Working Group that in the coming time, the city will focus on directing all levels, branches and localities to speed up site clearance progress, continue to strengthen propaganda to mobilize households to hand over the site soon, and strive to complete site clearance work by May 31, 2019 to ensure the progress of the project.
For Departments, branches, localities and the Project Management Board, the Permanent Vice Chairman requires proactively reviewing the entire progress and work of the project, considering resolving complaints from people according to the correct procedures. In case all regimes and policies have been applied, submit to the City People's Committee the prescribed measures to recover land and have plans to protect construction contractors.
Regarding the proposal to arrange counterpart funds for the project, the Vice President assigned the Department of Finance to guide the Project Management Board to compile documents to submit to competent agencies for additional medium-term capital sources; At the same time, we requested the City People's Committee Office to coordinate with the Department of Home Affairs to announce the decision to merge the city's new Project Management Board to the World Bank to facilitate coordination.
