(Haiphong.gov.vn) - On the morning of August 29, Vice Chairman of the City People's Committee Nguyen Duc Tho and leaders of relevant functional branches and localities inspected the investment project to build ring road 2, section Tan Vu - Hung Dao - Bui Vien street.
The project has a road construction scale with a total length of about 11.0km, including the following items: construction of the section from Tan Vu intersection - Hai Thanh bridge and Hung Dao - Bui Vien street; Construction of section from Provincial Road 353 - Hung Dao; Construction of Hai Thanh bridge across Lach Tray river; Construction of overpass at Bui Vien intersection; along with technical infrastructure items such as traffic, drainage, lighting... and resettlement areas in Duong Kinh district.
This is a group A traffic project, special level; with a total investment of 7,439 billion VND. Construction locations are in the districts of Hai An, Duong Kinh and Kien An.

The project has the goal of completing the city's urban framework infrastructure system in general and Hai An, Duong Kinh and Kien An districts in particular. Create a premise for developing new urban areas, contributing to building modern urban areas to encourage attracting domestic and foreign investment capital to invest in socio-economic development in districts with routes passing through Hai Phong city. At the same time, soon complete procedures and organize the groundbreaking of a resettlement area project in Duong Kinh district to serve resettlement with the motto: resettlement must be one step ahead. Along with that, closely coordinate with the People's Committee of Hai An, Duong Kinh and Kien An districts to agree on the site handover milestone.

The Vice Chairman suggested that the three localities above should soon complete the inventory and develop a compensation and support plan for cases where land, trees and crops must be recovered. In addition, localities should strengthen propaganda and mobilize people with land related to the project to quickly hand over the site to ensure construction progress. In particular, Duong Kinh and Kien An districts need to carefully review and classify the origin of land use and then have a solution in accordance with the law. Regarding the construction area at the location of Mac Dinh Chi High School (Duong Kinh district), the locality and construction unit calculate and develop a suitable construction plan to ensure safety.traffic, environmental sanitation, minimize the impact on teaching and learning of the school. Duong Kinh district needs to review and strictly handle cases of violation of traffic safety corridors on the project route.
Vice Chairman of the City People's Committee Nguyen Duc Tho also requested the Department of Agriculture and Rural Development before November 2024 to complete guidelines for regulating unit prices of crops and livestock to help localities have a basis for application, serving site clearance work; At the same time, guide the Investor to implement regulations related to licensing procedures for construction across dikes and irrigation works on the route; The Department of Transport needs to urgently complete the appraisal and adjustment of the project; The Department of Finance balances and allocates enough capital to ensure the implementation of related items./.
