On the afternoon of April 17, at the City Convention Center, the Board of Directors of the City Bank for Social Policies (BOD) held a conference to evaluate the performance of the Board of Directors of Hai Phong City Bank for Social Policies in the first quarter of 2019 and the mission direction for the second quarter of 2019. In the first quarter, the Board of Directors Representatives of the City Bank for Social Policies led and directed the City Bank for Social Policies and relevant industry levels to closely coordinate and seriously implement the Government's preferential credit policy. At the same time, actively advise the City Party Committee, People's Council, and People's Committee to pay attention to allocating capital to lend to poor households and other policy beneficiaries.
As a result, by the end of March, the total outstanding debt reached 2,798 billion VND, an increase of 125 billion VND (4.68%) compared to 2018, reaching nearly 99% of the plan. Total overdue debt and frozen debt is 5.9 billion VND, accounting for only 0.21% of total outstanding debt. Social policy credit activities have contributed to supporting production and business investment capital for more than 8,000 poor households, near-poor households and policy beneficiaries to access preferential credit capital for service, production and business activities. Helping 4,500 families build more than 9,000 clean water and sanitation projects to ensure the environment; 295 customers borrowed capital, maintaining and creating stable jobs for hundreds of workers. At the conference, Deputy General Director of Vietnam Bank for Social Policies Le Thi Duc Hanh spent a lot of time discussing and answering recommendations of members of the Board of Directors on capital management issues; Urging the collection and handling of debts, especially overdue debts; Adjust loan sources between poor, near-poor and poverty-escaping households in localities; Develop a clear credit inspection and monitoring plan, avoiding overlap; increased trust fees for the facility; increase loan limit; diversify propaganda forms.

Concluding the conference, Vice Chairman of the City People's Committee, Head of the Board of Directors of the City Bank for Social Policies, Nguyen Van Thanh acknowledged the results achieved and requested that in the coming time, the City Bank for Social Policies needs to accept recommendations from departments and localities as well as the direction of the leaders of the Vietnam Bank for Social Policies in implementing its work. At the same time, it is necessary to continue to coordinate closely with departments and socio-political organizations of the city, striving to complete 99% of the growth plan in credit and capital mobilization; Completed over 65% of the local budget capital growth plan; Strive for the average overdue debt ratio of the entire branch to be below 0.2%.
Vice Chairman of the City People's Committee Nguyen Van Thanh also required the unit to closely follow reality to propose and advise on the transfer of local entrusted capital to VBSP. Members of the Representative Board continue to implement the inspection and supervision program in accordance with the approved plan and ensure the quality of inspection and supervision work. At the same time, continue to promote information and propaganda work on the effectiveness of policy credit. Special attention is paid to propaganda work on effective implementation of Directive 40-CT/TU of the Secretariat on strengthening the Party's leadership over social policy credit.
