Deputy Prime Minister Le Van Thanh chaired the meeting with leaders of Hai Phong city.
(Haiphong.gov.vn) – On the morning of May 13, Deputy Prime Minister Le Van Thanh inspected and worked with the city on the socio-economic development situation; progress of implementation of a number of key transport infrastructure projects in Hai Phong city; progress of adjusting the General Planning of Hai Phong city and formulating Hai Phong city planning.
Attending the work were members of the Party Central Committee: Nguyen Hoang Anh, Chairman of the Committee for Management of State Capital at Enterprises; Nguyen Thanh Nghi, Minister of Construction; Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense; Representatives of leaders of ministries, central branches and relevant units.
On the city side, there were comrades: Tran Luu Quang, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Le Anh Quan, Standing Vice Chairman of the City People's Committee; Nguyen Duc Tho, Vice Chairman of the City People's Committee. Accelerate the implementation progress of key transport infrastructure projects
Reporting to the Working Group on the city's socio-economic development situation, Chairman of the City People's Committee Nguyen Van Tung said that in the first quarter of 2022, gross regional product (GRDP) is estimated to increase by more than 10% over the same period, twice the national average. State budget revenue in the area reached more than 34,535 billion VND, an increase of 14.1% over the same period. The index of industrial production (IIP) in April 2022 is estimated to increase by 16.68% compared to April 2021, and in 4 months it is estimated to increase by 11.73% over the same period. Disbursement of public investment capital, disbursed 2,242 billion VND (reaching 12.4% of the plan assigned by the city and 17.6% of the plan assigned by the Prime Minister). Of which, disbursement of central budget capital is 255 billion VND, reaching 19.8% of the plan; Disbursement of local budget capital was 1,971 billion VND, reaching 11.8% of the plan.
Chairman of the City People's Committee emphasized that in the coming time, the city will drastically deploy solutions to effectively implement the 2022 theme "Promoting urban embellishment and modernization - Building model new rural areas - Implementing digital transformation". Complete the provincial planning of Hai Phong city for the period 2021-2030, vision to 2050. Review and implement procedures to establish subdivision planning, district planning, and detailed planning after the project to adjust the general planning of the city to 2040, vision to 2050 is approved. At the same time, focus on accelerating the progress of key transport, industrial and tourism infrastructure projects, especially investment projects on seaports, airports, zones and clusters.Industry, inter-regional transportation projects, tourism projects in Do Son, Cat Ba, urban areas, social housing, commercial centers, such as: wharves at Lach Huyen port area; Cargo Terminal and Passenger Terminal No. 2 Cat Bi International Airport; Coastal road section through Hai Phong city and 9km in Thai Binh province; Expanding the coastal road section through Hai Phong city from Provincial Road 353 to Thai Binh bridge; Ben Rung bridge; worker housing area, social housing in Dinh Vu area...

Through inspection and listening to reports, and concluding remarks at the meeting, the Deputy Prime Minister acknowledged and praised Hai Phong, although in a context of many difficulties and challenges, the city still maintains a growth rate among the top in the country, budget revenue is quite high, and basic traffic works closely follow the set schedule.
Regarding the progress of implementing key transportation projects in the city, the Deputy Prime Minister stated that the project to build Passenger Terminal T2 at Cat Bi International Airport is very important to the city. Therefore, it is recommended that the Ministry of Planning and Investment urgently complete the appraisal report to soon submit to the Prime Minister for consideration and approval of the project's investment policy; strive to start the project in 2022 to deploy investment.
Regarding the Project to adjust the General Planning of Hai Phong City to 2040, with a vision to 2050, Deputy Prime Minister Le Van Thanh requested that the city urgently receive opinions from the Ministry of Construction and relevant ministries and branches to soon complete the Project to submit to the Prime Minister for approval as a basis for development investment. During that process, the Deputy Prime Minister noted the need to review carefully and carefully, especially important detailed subdivisions, creating development highlights; Pay special attention to the planning of green areas, public works, social welfare... The Deputy Prime Minister also proposed that the city soon complete and submit for approval the provincial planning of Hai Phong city to ensure quality, serving as a basis for investment and development of the City according to the following guidelines:g the goals set out by the Resolution of the Politburo.

Previously, also on the morning of May 13, Deputy Prime Minister Le Van Thanh and the Government delegation inspected the implementation of the investment project to build a coastal road from Hai Phong - Thai Binh.
Directly directing at the scene, Deputy Prime Minister Le Van Thanh emphasized that currently the problems have been cleared, the site clearance work for the project has been basically completed, the capital has been fully arranged, thus requiring the contractor to mobilize maximum equipment and human resources, innovate command methods on the construction site, and urge daily to flexibly adjust solutions to achieve the set progress and quality goals.

The investment project to build the coastal road section Hai Phong - Thai Binh has a length of 29.7 km, with 4 motor vehicle lanes, 2 rudimentary vehicle lanes, with a total investment of more than 2,460 billion VND, in the form of public-private partnership (BOT). The project was started in May 2017, according to the plan to open to traffic in early 2021. However, the project has currently only completed 35.4% of the construction volume (equivalent to 872 billion VND contract value).
