(Haiphong.gov.vn) – On the morning of July 18, at the Hanoi bridge point, the Ministry of Planning and Investment organized an online conference to summarize the work of the first 6 months of 2019 chaired by comrade Nguyen Chi Dung, Minister of Planning and Investment. Comrade Vuong Dinh Hue, Politburo member, Deputy Prime Minister attended and directed the Conference. In the first 6 months of 2019, the Ministry of Planning and Investment successfully completed the assigned tasks, especially the tasks and solutions set out in the Resolutions of the Government and the directions of the Prime Minister and Deputy Prime Minister, performing well the role and functions of an Advisory Ministry synthesizing important strategies of the Party and Government.
To carry out key tasks in 2019, right from the beginning of the year, the Ministry of Planning and Investment submitted to the Government to promulgate Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP dated January 1, 2019 on main tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimate for the year. 2019, continue to implement key tasks and solutions to improve the business environment, enhance national competitiveness in 2019 and orientation to 2021.
On January 10, 2019, the Ministry issued Directive No. 01/CT-BKHDT dated January 10, 2019, thoroughly guiding the entire Planning and Investment sector to adhere to the Government's motto of "Discipline, integrity, action, creativity, breakthrough, efficiency", considering this as the focus to drastically and effectively carry out tasks. tasks assigned by the Party and State, especially the main tasks in Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP set out by the Government.
In the last 6 months of 2019, the Ministry of Planning and Investment focuses on a number of key tasks and solutions: Actively coordinate with ministries, branches and localities to monitor socio-economic developments at home and abroad, synthesize, analyze, forecast, and promptly advise the Government and Prime Minister on solutions in direction and administration, striving to complete the set goals out, especially the 2019 economic growth target of about 6.8% and the average consumer price rate of less than 4%. Perform well the role of Head of the Government's Macroeconomic Steering Group. Continue to complete and submit to the 14th National Assembly for consideration and comments on 2 draft laws at the 8th Session. Monitor, supervise, urge and organizeCoordinate and advise and propose to the Government and the Prime Minister appropriate solutions to effectively implement the Directives and Resolutions of the Government.
Speaking at the Conference, Vice Chairman of the City People's Committee Le Khac Nam highly agreed with the content of the report at the Conference. Along with the positive results achieved by the whole country, the city's socio-economy continues to maintain a strong and impressive growth rate, many socio-economic development indicators reached high and breakthrough levels over the same period: Economic growth rate (GRDP) is estimated at 16.3% (the whole year plan increases by 15.3% or more), the highest ever, 2.4 times higher than the national average. The industrial production index increased by nearly 24%, 2.5 times higher than the national average. Total export turnover in the city is estimated at over 7 billion USD, up nearly 90% over the same period, 11 times faster than the national growth rate. Investment capitalThe entire society is estimated to reach over 70,600 billion VND, an increase of nearly 77%, 7.5 times higher than the national average growth rate, reaching over 65% of the plan. State budget revenue in the city is estimated at over 44,500 billion VND, up 43% over the same period. Of which, domestic revenue reached over 12,500 billion VND, an increase of over 30%, reaching nearly 48% of the City People's Council estimate. Registered business capital of newly registered enterprises is estimated at over 11,500 billion VND, an increase of 26% over the same period. Tourist attraction is estimated at nearly 4 million, an increase of 12%, reaching nearly 44% of the plan. Total retail sales of goods and consumer service revenue are estimated to increase nearly 15% over the same period, 1.3 times higher than the national average growth rate. Local budget expenditure reached over 10,400 billion VND, an increase of nearly 17% over the same period. Total loan balanceBy June 30, 2019, it reached over 120,000 billion VND, an increase of nearly 13% over the same period.
With the results achieved in the first 6 months of the year, the city is determined to strive to comprehensively complete and exceed the socio-economic targets set in 2019. At the same time, Vice Chairman of the City People's Committee Le Khac Nam proposed that the Ministry of Planning and Investment soon issue guiding documents to remove difficulties and obstacles in the process of implementing the Planning Law; Early advise the Prime Minister to assign plans to adjust and supplement medium-term public investment plans for localities to implement, including paying attention to allocating enough ODA capital for projects that will end the Agreement in 2 years 2019 - 2021; Advise the Government to soon issue Decrees guiding the implementation of the amended Public Investment Law to promptly develop a 5-year medium-term public investment plan for 2021 - 2025...
