Training course to improve management and implementation capacity of PPP projects for participating entities

This afternoon, April 14, the Ministry of Transport opened the training course "Managing and implementingPPP projects". Deputy Minister Nguyen Ngoc Dong attended and gave the opening speech.

The training course "Management and implementation of PPP projects" is the content of the project "Capacity building and policy support for the PPP Board of the Ministry of Transport" supported by the World Bank, Project Management Board 1 represents the Ministry of Transport. The Consulting Joint Venture between Ernst & Young Solutions LLP and International Transport Consulting Joint Stock Company has been selected through open international bidding to implement the project.

Participating in the training course are officers and experts from specialized departments and agencies under the Ministry of Transport; Project management boards; Consulting units CIPM, TEDI, TEDI SOUTH; Departments of Transport in Hanoi and City. Ho Chi Minh, Quang Ninh, Quang Binh, Hai Phong, University of Transport Technology.

Students will be directly informed by Ms. Lynn Tho, Director of Erst & Young Singapore in charge of infrastructure PPP projects in the Asia Pacific region, about project profiles, financial models, investment efficiency of PPP projects and case studies on PPP projects around the world.

In his opening speech at the training course, Deputy Minister of Transport Nguyen Ngoc Dong emphasized that in order to further strengthen state management as well as the quality of projects, aiming to call on investors and international credit institutions to implement projects in accordance with international practices in the context of Vietnam's deep integration, the Ministry of Transport determined that improving the quality of human resources of subjects participating in the process of implementing PPP projects plays a decisive role. Because recent reality shows that the quality of human resources of the subjects participating in the process of organizing and implementing PPP projects is still limited, especially experience in project financial structure and project financial assessment.

Also according to Deputy Minister Dong, in the period 2016-2020, it is estimated that about 1,015 trillion VND is needed for projects directly managed by the Ministry of Transport, while the budget capacity and capital sources originating from the budget only meet about 28%. Therefore, construction investment requires the participation ofprivate capital in the form of public-private partnerships.

Appreciating the coordination and efforts of the Investment Management Board of public-private partnership projects(PPP), Project Management Board 1 and Consulting Ernst & Young throughout the project implementation process, Deputy Minister Dong also requested the Consultant to organize the training course in accordance with the approved content outline. "It is recommended that students participate in the training course seriously and fully absorb the training content so that when they return to their work positions, they can apply it effectively," Deputy Minister Dong said.
