To transfer public investment projects invested by city departments, agencies and branches and units under the city's departments, agencies and branches to the District People's Committee as the investor according to the provisions in Article 9 of the Regulation on decentralization and management of public investment capital for districts in Hai Phong city issued with Decision No. 440/2016/QD-UBND dated March 18, 2016 of the People's Committee of Hai Phong City, on April 1, 2016, the Department of Finance issued Official Dispatch No. 459/KHDT-TH guiding implementation.
