On the morning of December 31, the City People's Council held the 33rd Session (thematic session) of the City People's Council, term XVI, term 2021 - 2026 to carry out urgent work arising from practice in directing and administering the city's socio-economic development according to law.
Attending the meeting were comrades: Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the city's Vietnam Fatherland Front Committee; Comrades, members of the Standing Committee of the City Party Committee; Comrades Vice Chairman of the People's Council, Vice Chairman of the People's Committee; City People's Council delegates and leaders of departments and branches.
At the Meeting, the City People's Council delegates discussed and 100% of the City People's Council delegates voted unanimously to approve the draft Resolution on: Decision to reduce lending interest rates from the city budget capital entrusted through the Bank for Social Policies. Adjusting Hai Phong City Planning for the period 2021 - 2030, vision to 2050.
The meeting also carried out personnel work under the authority of the City People's Council. Accordingly, comrade Le Quy Tiep, former Director of the Department of Construction, was dismissed from the position of Member of the City People's Committee, term 2021 - 2026; Additional election to the position of City People's Committee member, term 2021 - 2026 for comrade Nguyen Thanh Hung, Director of the Department of Construction.
In his closing remarks, Chairman of the City People's Council Le Van Hieu stated that, based on a careful review of the reports of the City People's Committee and verification reports of the Committees of the City People's Council, the Meeting agreed and voted to pass 2 important resolutions. This result clearly demonstrates the sense of responsibility, consensus, coordination and companionship between the People's Council and the City People's Committee in deciding on urgent tasks that need to be focused on implementation.
The Chairman of the City People's Council said that the City People's Council has approved a reduction in interest rates for loans from the city budget capital entrusted through the Bank for Social Policies, for the poor and other policy beneficiaries. This content is built in accordance with the Prime Minister's regulations on reducing interest rates in policy credit programs, thereby affirming the city's interest and responsibility in synchronously implementing social security policies, contributing to stabilizing people's lives and promoting sustainable socio-economic development.
The City People's Council also considered and approved the adjustment of the City Planning for the period 2021 - 2030, with a vision to 2050; thereby affirming that Hai Phong is one of the leading localities in implementing planning adjustments. In the context of a very short research time fund, large workload and high progress requirements, the City People's Council recognized and appreciated the efforts, drastic direction, as well as the serious and effective implementation of the City People's Committee and relevant departments, branches and localities.
Faced with practical requirements, the task of adjusting planning not only stops at arranging and expanding development space, but also aims at restructuring the overall urban governance model, redistributing development resources and repositioning the role and functions of the city in the national urban system.
According to that orientation, planning has shifted from the model of "one center - coastal corridor" to a multi-polar, multi-center, multi-dynamic corridor urban model; expressed in 04 core development directions, taking seaport services - international logistics as the pillar connecting Hai Phong with Eastern Hai Duong; At the same time, promoting green and smart industry, in which the Western specialized economic zone is identified as a new growth engine. Along with that is the development of tourism - ecological services and the formation of a new political and administrative center North of Cam River according to a modern, multi-functional urban model. This is an important legal basis to accelerate the preparation and adjustment of urban planning, rural planning and specialized and technical planning in accordance with the provisions of law.
With the spirit of innovation, aspiration for development and high political determination, the Chairman of the City People's Council requested the entire city's political system to urgently organize the synchronous and effective implementation of the Hai Phong City Planning recently approved by the City People's Council; Turn strategic vision into concrete actions and real results, helping Hai Phong develop strongly, worthy of the leading role of the Northern region and the whole country in the new development period.
