(Haiphong.gov.vn) - On the morning of May 23, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh attended and chaired a review of the progress of the Hai Phong rainwater drainage, wastewater and solid waste management project, phase 1. Also attending were leaders of the Departments of Finance, Construction, Finance, Natural Resources and Environment, Urban Development Project Management Board and civil construction investment.
According to the Project Management Board's report at the meeting, currently, the rainwater drainage and wastewater drainage component, contract package A1 to build wastewater sewer lines: line 1, line 4, line 5 has been 100% completed; A2 package construction of wastewater sewer lines: line 2, line 3, An Kim Hai and Phuong Luu box sewer lines are 90% completed; A3 package to build 4 wastewater pumping stations: Kieu Son, Lach Tray, An Da, Cho Hang is 92% completed; A4 package construction and renovation of Vinh Niem lake, Trai Chuoi; Ba Tong, Trai Le, and Thuong Ly box sewer lines are 80% completed; Package B Construction of Vinh Niep Wastewater Treatment Plantm is 98% completed and waiting for a discharge permit from the Ministry of Natural Resources and Environment to operate.
The solid waste component includes 2 construction and installation packages and 1 equipment supply package:C package for the construction of a solid waste treatment complex in Gia Minh commune, Thuy Nguyen district is currently 74% completed; Package G to build a road connecting National Highway 10 to Hai Phong Cement Factory has been 79% completed; Package D providing vehicles and equipment for garbage collection, transportation and sanitation has been 100% completed.
The Resettlement Area for the rainwater drainage component and wastewater drainage component completed the handover in February 2017. The Department of Finance issued Document No. 19/QD-STC dated April 9, 2018.

After listening to the Project Management Board and Departments, branches, localities, and units reporting on the project implementation progress, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh welcomed the fact that the Urban Development Project Management Board and Civil Works Construction Investment Board has proactively inspected, reviewed, and coordinated with the Japan International Cooperation Agency and Departments, branches, and localities to consider and evaluate all work and propose solutions. The problem needs to be resolved immediately after completion and is assigned the task of continuing to manage the Hai Phong Stormwater Drainage, Wastewater and Solid Waste Management Project, phase I.
To continue implementing the project effectively, ensuring progress according to commitments with sponsors, Permanent Vice Chairman Nguyen Xuan Binh agreed to handle and resolve remaining difficulties in Bidding packages A1, A2, A3, A4 – Construction of wastewater sewer lines, pumping stations, reservoirs: Assign the Project Management Board to proactively supplement and adjust design documents according to regulations determine and ensure compliance with actual conditions; Report to the City People's Committee before June 15, 2019. For Package B – Construction of Vinh Niem wastewater treatment plant: assign the Project Management Board to urgently carry out procedures related to the installation of a wastewater monitoring system according to regulations; Report to the City People's Committee in advanceJune 5, 2019; The Department of Natural Resources and Environment was assigned to guide the Project Management Board to carry out procedures for applying for a discharge permit according to regulations.
For Package C,assign the Department of Finance to preside with the Department of Natural Resources and Environment to guide the People's Committee of Thuy Nguyen district in deducting resettlement land use fees and compensation and site clearance funds paid to households, as a basis for issuing land use rights certificates to households according to regulations; Report to the City People's Committee before June 15, 2019. For Package G, the Project Management Board was assigned to preside with the People's Committee of Thuy Nguyen district to inspect and propose adjustments to land acquisition boundaries to invest in building a road connecting Gia Minh Solid Waste Treatment Complex to Hai Phong Cement Factory in the direction of minimizing the impact on the architecture and structure of individual housing projects of households, reporting to the City People's Committee before June 10, 2019.
Assign the Project Management Board to preside with the Department of Finance and the Department of Finance to check and propose the payment of funds from unused sources of the Project Management Board to carry out tasks within the scope of using counterpart funds from the city budget according to regulations. Assign the Department of Finance to preside with the Department of Finance and the Project Management Board to review, synthesize, and draft a report of the City People's Committee to seek guidance from the Standing Committee of the City Party Committee on difficulties and obstacles regarding capital sources, report to the Standing Committee of the National Assembly, the Government, and the Ministry of Finance for consideration and resolution in accordance with the implementation of international treaties and agreements between the governments of Vietnam and Japan.
