Inspect administrative reform work at the Department of Finance

Implementing state administrative reform work, in recent times the Department of Finance has focused heavily on propaganda work, applying many new initiatives, models, and methods in implementing administrative reform contents. Institutional reform, administrative procedure reform and implementation of the one-stop shop mechanism, one-stop shop, receiving citizens, and handling applications have had many positive changes, reducing the time to carry out administrative procedures. Effectively implement the conversion and application of the Quality Management System according to national standards TCVN ISO 9001: 2015. Advise the City People's Committee to organize 31 monthly business dialogue conferences; Monitor, urge and propose measures and solutions to improve n indexProvincial competitiveness of the city (PCI). Coordinate with the City People's Committee Office and People's Committees of districts to develop 216 administrative procedures in the field of planning and investment.

In the first 9 months of 2019, the Department resolved 12,282 dossiers on time out of a total of 12,552 dossiers requesting resolution of administrative procedures. Basic administrative procedures were fully disclosed at the One-Stop Department.

Reforming the organizational structure, management and use of payroll; improve the quality of civil servants and public employees; Public finance reform is implemented in accordance with regulations.

At the inspection, members of the Working Group also asked the Department to clarify a number of contents related to the implementation of administrative procedures at the One-Stop Department, the implementation of tasks assigned by the City People's Committee, the issue of institutional reform and a number of other contents.
Through inspection and listening to the report of the Department of Finance and the opinions of the members of the Working Group, Vice Chairman of the City People's Committee Nguyen Van Thanh acknowledged the efforts of the Department of Finance, the results of administrative reform changed positively, promptly overcoming some shortcomings in the work of administrative reform. The Department of Finance is a general advisory agency related to many industries and fields; Good implementation of administrative reform attracts organizations and businesses to research and invest, contributing to the city's socio-economic development.

In order for administrative reform work to achieve even better results, Vice Chairman of the City People's Committee Nguyen Van Thanh requested the Department of Finance to strengthen propaganda and guide organizations and businesses to promote the development of information technology and carry out online administrative procedures at level 4. Coordinate with the City Post Office to receive and return results of administrative procedures through public postal services. Review, adjust, and shorten the time to resolve administrative procedures. Focus on institutional reform; Review the organizational structure, develop a rotation plan to create conditions for civil servants to strive; Pay attention to the lives of civil servants in the One-Stop Department and civil servants working to receive people. Coordinate with the Information and Informatics Center of the City People's Committee Office to transfer data fromxOffice document management management software to HP-eOffice software to connect and synchronize data.
