(Haiphong.gov.vn) – In terms of the overall progress of the entire project, it can be said that up to this point, site clearance work to serve the project basically does not meet the requirements assigned by the City Party Committee and People's Committee. Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh made this assessment at the progress inspection of the Binh Cau South Traffic Intersection Construction Investment Project, on the afternoon of October 10.
According to the report of the Project Management Board, site clearance work as of October 9, 2019: the total area of Hong Bang district handed over the project reached 76.95%; of An Duong district reached 85.78%. Currently, the Project Management Board is coordinating with Hong Bang district, An Duong district and related units to review and agree, according to which localities will conduct protection and enforcement procedures to hand over the site to the project in October 2019.
Regarding construction work, up to now the contractor has constructed underground tunnels and branch overpasses with a total cumulative volume estimated at about 52.7%; However, within the scope of construction, there are still land problems for 01 household in An Duong district and 51 households in So Dau ward, Hong Bang district. The contractor commits to mobilize enough human resources, equipment, organize many construction tasks, and execute 3 consecutive shifts to ensure the completion of construction work before January 20, 2020 for work items in the area that have been handed over before September 30, 2019. For construction items in the area that are handed over after September 30, 2019, the contractor will complete construction within 3 months from the date of handover.
Concluding at the inspection, Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh recognized and praised the contractors for being very active in implementing construction; Hong Bang district has made a lot of efforts in site clearance work, however up to this point the site clearance work is behind schedule according to the city's request. The Standing Vice Chairman requested that the Project Management Board continue to coordinate with local authorities to carefully review compensation and support measures, ensuring accuracy and completeness for the people; At the same time, apply necessary measures according to the law to recover and hand over to the construction contractor; If site clearance work does not meet the project's progress requirements, before October 15, 2019, Hong Bang district and An D districtThe central government must have a written report clearly stating the reasons and causes for the delay in site clearance and the responsibilities of the parties.
The Permanent Vice Chairman also requested the Project Management Board to proactively review progress, striving for the goal of completing the project unchanged according to the proposed plan; During the construction process, coordinate with relevant agencies and units to take appropriate measures to divide and regulate traffic, ensure safety during construction, and minimize the impact on people's daily activities and circulation...
The intersection at the South of Binh Bridge includes the main items of a direct overpass in the direction of Binh Bridge, ring road 2 and an underpass in the direction of Bach Dang - Hong Bang road.
