(Haiphong.gov.vn) – To overcome and strongly create many positive changes in the business investment environment and the ranking of the competitiveness index (PCI), the City People's Committee has just issued the Plan to improve the PCI index in 2021 - 2022 of Hai Phong city.
Some provinces and cities topped the 2020 PCI Provincial Competitiveness Index
The plan was issued with the purpose of maintaining the PCI ranking position of Hai Phong city in the group of 10 leading provinces and cities in the country and in the group of localities with good economic management quality; PCI score of 70 points or more. Focus on strong improvement in 3 component indexes that have a large weight in the PCI index but decreased significantly in 2020, including: Transparency index (20%), Business Support Services index (20%), Labor Training index (20%).
The goal is to strive for 10 component indexes in 2021 to reach the following levels: Market Entry Cost Index reaches 7.5 points or higher, ranking from position 35 or higher. The Land Access Index scores 7 points or more, ranking from position 40 or higher. The Transparency Index reaches 6.5 points or higher, ranking from 26th position or higher. The Time Cost index reaches 7.5 points or higher, ranking from position 40 or higher. The Informal Cost Index reaches 7 points or more, ranking from position 30 or higher. The Equal Competition Index reaches 6.9 points or higher, ranking from position 9 or higher. The Dynamic Index scores 7 points or more, ranking from position 14 or higher. The Business Support Services Index reached from 7Points or higher, ranked from position 14 or higher. The Labor Training Index reached 8.3 points or higher, ranked 1st. The Legal Institutions and Security and Order Index reached 7.3 points or higher, ranked 13th or higher.
Strongly improved scores for 3 indicators in the Time Cost index: (1) friendly civil servants, (2) businesses do not have to travel many times to complete procedures, (3) simple paperwork, increasing ranking position by 5-10 places in 2021.
Support people and businesses to submit valid documents right from the first submission when carrying out administrative procedures.

Drastically promote reform of administrative procedures, simplify paperwork, and strongly use public postal services; Maximize application of information technology in solving tasks. Enhance the provision of level 4 online public services and non-cash payments; Urgently integrate more online public services into the National Public Service. Implement many models to support people and businesses in a practical and effective way, avoiding formal implementation and chasing achievements.
The plan also provides 10 groups of tasks and solutions for departments, branches, units and localities to implement related to those indicators: "Market entry" index; “Access to land” index; “Transparency” index; “Time cost” index; Index "Unofficial costs"; “Fair competition” index; “Dynamics” index; Index "Business support services"; Index "Labor training"; Index "Legal institutions and security and order".
The City People's Committee assigned the Department of Finance to preside and supervise the implementation of this Plan at Departments, branches, branches, and People's Committees of districts and units. Every year, the organization goes to research and learn from experiences in some localities ranked high on the PCI index to propose solutions to improve the city's overall investment and business environment.
