First of all, allow me to respectfully wish the leaders and all delegates good health, happiness, and great success for the Congress.
First of all, I completely agree with the Political report of the 15th City Party Executive Committee submitted to the 16th City Party Congress and the reports presented at the Congress. With the consent of the Congress Presidium, on behalf of the An Duong District Party Committee, I would like to discuss the content of “Promoting the leadership and direction role of the An Duong District Party Committee in organizing and implementing the city's mechanisms and policies on developing model new rural socio-economic infrastructure associated with the process of urbanization and industrialization."

An Duong district Party Committee currently has 69 branches and Party Committees with over 7,700 party members, including 16 commune and town Party Committees. This district is located in the northwest of the city, the gateway connecting key Northern provinces to Hai Phong city. In the district, there are many projects, industrial parks, and many economic sectors operating together. In recent times, in addition to strengthening leadership and direction to build a clean and strong Party Committee, An Duong district Party Committee has focused on leading and directing the entire political system from district to grassroots to actively synchronously implement solutions, mechanisms and policies of the city to develop socio-economic infrastructure towards model new rural areas associated with the process of industrialization and urbanization development, specific results are as follows:
Complete the review, adjustment and supplementation of the master plan for socio-economic development of An Duong district to 2025, with a vision to 2030. Adjust the planning project for new rural construction in communes and towns according to model new rural criteria.
Focus on the entire political system to do a good job of site clearance for projects with a total area of nearly 400 hectares with over 3,600 affected households but without having to apply forced land recovery measures. Building concentrated housing areas with a total area of nearly 75 hectares and auctioning land use rights of nearly 20 hectares to serve the needs of people and workers coming to work and live in the area, contributing to the formation of new urban areas. The infrastructure of industrial parks and clusters has been invested in modernly. Up to now, the district has 3 large industrial parks. Over the past 5 years, foreign direct investment capital has attracted over 6 billion USD, accounting for 66.5% of foreign investment capital in the entire city. In particular, the value of industrial production in the districtOver the past 5 years, the revenue reached over 798,001 billion VND, accounting for 55.2% of the city's industrial production value, attracting 87,000 workers, of which the number of workers working in foreign-invested enterprises is nearly 70,000 people, accounting for 40.7% of the total number of workers at foreign-invested enterprises in the city.
Pay attention to building model new rural areas according to Resolution No. 06-NQ/TU of the Hai Phong City Party Committee on building new rural areas in Hai Phong by 2015, with an orientation to 2020; Decision No. 575/QD-UBND of the People's Committee of Hai Phong City on Approving the Plan to implement the National Target Program on building new rural areas in the period 2017-2020, An Duong District Party Committee issued a Resolution and developed a Project to implement the National Target Program on building new rural areas in the district in the period 2010-2020 associated with ecological agricultural development. After 5 years of implementing the new rural construction program, the total resources for implementing the program are over 760 billion VND; In 2015, the number of communes meeting New Rural standards was above dThe district area is 4/15 communes reaching 26%, by the end of 2018, An Duong is the first district to have 100% of communes recognized as new rural communes, completed 2 years ahead of the city's plan, is the second district of the city to basically complete 9/9 new rural district criteria, complete the application for recognition of the district as meeting new rural district standards in 2020; received 77,451 tons of cement, built 460 km of rural roads, people contributed 239 billion VND, donated 67,438m2 of land, 67/132 villages (50.7% of villages) met the criteria of model new rural villages.
In the process of implementing the new rural construction program, the district always focuses on completing criteria associated with improving the material and spiritual life of the people. The District Party Committee directs the implementation of Project No. 97/DA-UBND on restructuring the agricultural sector in the direction of increasing added value, developing sustainable ecological urban agriculture in An Duong district in the period 2017-2020, with an orientation to 2017. 2030. Up to now, the whole district has 80 fields with a total area of 1,112 hectares with an average income of 300 to 350 million VND/ha; The area of growing flowers and ornamental plants is 500 hectares, an increase of 215 hectares compared to 2015, generating income from 500 million to 1 billion VND/ha/year, concentrated in flower and ornamental plant craft villages in communes: Dang Cuong, Dong Thai, Hong Tpicking, Le Loi... with varieties of flowers and ornamental plants with high economic value such as orchids, begonia flowers, ancient roses, gladiolus, ornamental peaches, ornamental kumquats...; Expand the area of specialized cultivation of vegetables, tubers, and fruits associated with product consumption and production to ensure food safety and hygiene in the direction of high-tech agriculture.
Social security receives special attention. The poverty rate decreased rapidly, in 2020 to 0.21%; Average income per capita in 2020 is estimated to reach 58 million VND/person/year, an increase of 20 million VND compared to 2015.

The above results are achieved because the An Duong district Party Committee always thoroughly grasps and seriously implements the Party's policies and guidelines, and the state's legal policies; The leadership and direction of the City Party Committee, the People's Council, the City People's Committee and the help and facilitation of the city's departments, branches, branches and unions, the high concentration of leadership and drastic direction of the District Party Executive Committee in implementing the city's mechanisms, policies and breakthrough solutions on infrastructure, socio-economic development and building model new rural areas associated with the process of urbanization and industrialization, are recognized by Party members and people. Agree and actively support.
In addition to the above results, on the path of development to become an ecological urban industrial district, in order to concretize Resolution 45 of the Politburo on building and developing Hai Phong to 2030, with a vision to 2045, especially successfully implementing one of the breakthrough solutions that the City Party Congress determined for the 2020-2025 term, bringing An Duong soon. becoming a district administrative unit before 2025 - this is a concern for the Party Committee, government and people of An Duong, but also a heavy responsibility that needs to be highly focused in the coming time.
An Duong district Party Committee determines to continue focusing on some of the following breakthrough solutions:
First:On the basis of the city's general planning and development orientation, implement An Duong urban planning in the direction of an industrial urban area in the northwest of the district with large industrial parks, an ecological urban area in the southeast with flower and ornamental craft villages and Lach Tray river landscape, from there focusing on developing infrastructure, especially transportation infrastructure, expanding and upgrading National Highway 5 and National Highway. 10, National Highway 17B; Renovate inter-district and inter-commune roads according to urban street standards. Completing the transportation system, building An Duong to become a logistics center with functions of transportation, warehousing, packaging and loading and unloading of goods, and at the same time focusing on completing x-axis traffic routesã, village axis according to model new rural criteria. Focus on doing a good job of site clearance, continuing to deploy An Hung Dai Ban, Nomura industrial parks phase 2, Do Nong industrial cluster; Attract investment in modern, smart, sustainable and environmentally friendly industrial projects. Promote urban development projects, increase housing to serve the needs of attracting investors, experts and workers to work and live in the area, accelerating the pace of mechanical population growth and urban population density. Improve the efficiency of planning and urban management activities, speed up investment in construction of urban infrastructure in the district.
Secondly:Continue to implement the project to restructure the agricultural sector in the direction of increasing added value, developing sustainable agriculture and ecological urban areas with 10 key projects to develop high-tech agricultural production, develop more areas specializing in flower and ornamental plants associated with eco-tourism development. Do a good job of social security, strive to bring per capita income higher than the average level of the whole city, economic development associated with comprehensive development of cultural and social fields, improving people's lives; focus on investing in health and education; Promote the building of a civilized urban lifestyle. Pay attention to environmental protection to ensure sustainable development, especially protecting the environmentlandscape and freshwater resources of the Re River to serve the people of the city.
Third: Regularly follow the leadership and direction of the City Party Committee, People's Council, and People's Committee; Effective coordination of city departments, agencies, and branches, especially flexible implementation of city mechanisms and policies appropriate to local situations. With the fiercely focused spirit of the entire Party Committee, army and people of the city in the new term, the An Duong District Party Committee is determined to be a leading locality in building and developing industrialization and modernization, setting very high requirements in leadership, direction and implementation.
I am very pleased with the Prime Minister's assessment statement at the City Party Congress on our city's cadre work, which is to do a good job of building a team of cadres who dare to think, dare to do and, more importantly, know how to do it. Therefore, we must focus on improving the quality of staff with strong political will, appropriate professional expertise, dynamism and enthusiasm to meet the requirements of performing tasks as An Duong is a dynamic new urban area of the city.
I would also like to propose to the city that in parallel with focusing on developing socio-economic infrastructure in the district according to urban criteria, it is necessary to direct research and implement procedures to complete legal documents according to regulations of the Government and the National Assembly Standing Committee so that An Duong can soon be recognized as a district administrative unit before 2025.
