In the past 5 years, Hai Phong's GRDP has reached a growth rate of 14.02%/year, 2 times higher than the period 2011 - 2015. Total GRDP in the period 2016 - 2020 is estimated at 1,057,207 billion VND, 1.97 times higher than the period 2011 - 2015. (537,600 billion VND). In 2020, GRDP per capita is estimated to reach 5,863 USD (the national average is about 3,000 USD), 1.93 times higher than in 2015 (3,042 USD).

During this period, State budget revenue also achieved outstanding growth, estimated at VND 408,498 billion, 1.6 times higher than the period 2011 - 2015 (VND 256,119 billion). In particular, domestic revenue has grown strongly, in 5 years it is estimated to reach 120,698 billion VND, 2.65 times higher than the period 2011 - 2015 (45,570 billion VND). In just 5 years, total spending on development investment has reached about 564,295 billion VND (3 times more than the period 2011 - 2015), in which the investment capital structure has shifted strongly towards socialization, the proportion of capital from society accounts for 90%, the budget is only about 10%.
Transportation, urban, industrial infrastructure... are invested in a synchronous and modern manner, including: Tan Vu - Cat Hai bridge, Hoang Van Thu bridge, Lach Huyen international port, World Bank trunk road, expanded National Highway 10. In the industrial sector, there is the presence of Vinfast automobile factory, LG electronics group..., and in the real estate sector there are projects of Vingroup on Vu island. Yen, South of Binh Bridge, Rao Bridge..., in service tourism there is Sungroup with the Cat Ba cable car project, Geleximco with the Dragon Hill - Do Son project, in commerce there is Aeonmall Group with a trade center in Le Chan district... Besides, rural areas are also focused on investment, the total capital mobilized for new rural construction in the period 2016 - 2020 reached40,396 billion VND, 2.5 times higher than the period 2010 - 2015. By 2019, 100% of communes (139/139 communes) met new rural standards.
What is the secret that has brought success to Hai Phong in the past term, sir?
First of all, thanks to the Party's leadership, the Government has paid attention and given profound, specific, timely instructions, pointing out strategic directions to help the city reposition itself for faster and more sustainable development. In particular, the event of the Politburo issuing Resolution 45 on building and developing Hai Phong to 2030, with a vision to 2045 in January 2019, has shown Hai Phong great fortunes and opportunities.
In addition, there are correct, creative and innovative instructions in the leadership methods of the Secretary of the City Party Committee and the city's leadership team, such as: Strengthening discipline in budget revenue and expenditure, improving the business investment environment, promoting social security work, anti-loss management and economical and effective use of capital sources in investment... along with the policy of harmonizing benefits in development based on the principle of "home ownership". "The mutual benefit of the country - businesses and people" has created a driving force to attract and unleash the resources of the investment society, at the same time creating trust and arousing the spirit of solidarity of the entire people to work together and join hands to build and develop the city.

Sir, what policies and solutions has Hai Phong proposed to maintain economic growth in the next term?
In the period 2020-2025, Hai Phong sets the following economic targets: GRDP growth averages at least 14.5%/year. Striving by 2025: Hai Phong's GRDP proportion accounts for 6.4% of the country's GDP, GRDP per capita reaches 11,800 USD. State budget revenue in the area by 2025 reaches 145,000 billion VND, of which domestic revenue reaches 65,000 billion VND... Total social investment capital in the 2020-2025 period reaches 1,200 trillion VND, export turnover by 2025 reaches 35 billion USD. The output of goods through ports in the area in 2025 will reach 300 million tons...
Regarding strategic orientation, the city will focus on economic development based on three main pillars: high-tech industry; seaport – logistics; tourism - trade.
To realize this, the city will simultaneously deploy policies and solutions such as: continuing to strengthen budget revenue and expenditure discipline, improve the business investment environment, build the most superior policy mechanism to attract and create favorable conditions for economic sectors, especially the private economy, to develop; Investing in construction resources, urban development, and synchronous and modern transportation infrastructure. Promote the restructuring of the agricultural sector towards high technology, consistent with the urbanization process. Improve the effectiveness and efficiency of land and resource management, environmental protection, and proactively respond effectively to climate change, natural disasters, and epidemics...
Aims to become a modern industrial city; is a key to marine economic development, an international tourism center...by 2025, Hai Phong will not be satisfied with the results it has achieved but will make efforts and determination to continuously innovate.
