On October 24, 2024, the National Assembly Standing Committee issued Resolution No. 1232/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units of Hai Phong city for the period 2023 - 2025, accordingly resolving (i) to arrange Hai An district, Thuy Nguyen district and affiliated commune-level administrative units; established Thuy Nguyen city; (ii) arrange An Duong district, Hong Bang district and affiliated commune-level administrative units; established An Duong district; (iii) arrange commune-level administrative units within Hai Phong city.
After Hai Phong city completes the arrangement of the above administrative units, information about the location of investment projects being implemented in districts: Hai An, An Duong, Hong Bang, Thuy Nguyen city and some communes and wards in the city needs to be adjusted due to changes in administrative boundaries.
According to the guidance of the Ministry of Planning and Investment in Document No. 6183/BKHDT-KTDPLT dated August 2, 2023 on guiding a number of contents in the process of arranging district and commune-level administrative units for the period 2023-2030: In case the arrangement of district and commune-level administrative units changes information about the location of investment projects, carry out procedures to adjust the project. investment projects according to the provisions of Clause 2, Article 41 of the Investment Law and Clause 2, Article 47 of Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government detailing and guiding the implementation of a number of articles of Investment Law.
Thus, in the case of adjusting project location information mentioned above, the investor shall submit to the Department of Finance the set of documents specified in Clause 1, Article 44 of Decree No. 31/2021/ND-CP dated March 26, 2021, including: Written request for adjustment of investment project, Report on the implementation of the investment project up to the time of adjustment, Decision of the investor on adjusting the investment project for the investor. investment is an organization, documents related to adjustment (if any).
