(Haiphong.gov.vn) - On the afternoon of February 5, Comrade Pham Van Lap, Member of the Standing Committee of the City Party Committee, Chairman of the City People's Council chaired a meeting to agree on a plan to prepare for the 23rd session (thematic session) of the City People's Council, term XVI, term 2021 - 2026. Attending the meeting were comrades: Bui Duc Quang, Vice Chairman of the City People's Council; Le Khac Nam, Vice Chairman of the City People's Committee and representatives of leaders of relevant departments, agencies and branches.
The 23rd session of the XVI City People's Council is a thematic session to carry out urgent work arising from the practical situation in the direction and management of the city's socio-economic development.

At the meeting, the City People's Council considered and approved draft resolutions, including: Decision to consolidate and merge a number of specialized agencies under the City People's Committee. Regimes and policies to provide additional support to cadres, civil servants, public employees, and workers in implementing organizational arrangements of the political system in Hai Phong city. Amending and supplementing a number of articles of the Regulation on principles, criteria, and norms for allocating public investment capital from Hai Phong city's budget for the period 2021-2025 issued together with Resolution No. 12/2020/NQ-HDND dated December 22, 2020. Amending and supplementing Resolution No. 11/2024/NQ-HDND dated October 4, 2020 2024 of the City People's Council amending and supplementing a number of articles of Resolution No. 02/2023/NQ-HDND dated July 18, 2023 of the City People's Councilon building new rural areas in Hai Phong city for the period 2021-2025. Regulating the content and spending levels of implementing science and technology tasks using Hai Phong city budget. Adjusting the price list of land types in the year (2020-2024) in the city. List of public services using state budget in the field of Natural Resources and Environment in Hai Phong city. Rates and units for calculating environmental protection fees for mineral exploitation in Hai Phong city.
