(Haiphong.gov.vn) - On the afternoon of January 8, the Ministry of Planning and Investment organized a national online conference to evaluate the implementation of the 5-year tasks 2016 - 2020 and implement key tasks in 2021. Minister of Planning and Investment Nguyen Chi Dung chaired the conference. Attending and presiding at the Hai Phong bridge were Standing Vice Chairman of the City People's Committee Le Anh Quan and leaders of relevant departments.

The Ministry's projects, reports, and advisory recommendations are consistent with the Party and State's innovation perspective, always taking people and businesses as the priority subjects of service, focusing on removing difficulties, encouraging startups and creativity to make the most of the country's development opportunities.
The Ministry has closely monitored and regularly analyzed and forecasted the situation to promptly propose solutions to advise the Government and the Prime Minister in managing socio-economic development. At the same time, priority should be given to building and perfecting institutions, especially those related to restructuring the economy, innovating growth models, removing difficulties for production and business, encouraging startups and innovation, and making the most of development opportunities from the fourth industrial revolution.
2021 is the first year of implementing the 10-year socio-economic development strategy 2021-2030 and the 5-year socio-economic development plan 2021-2025. Therefore, the Ministry of Planning and Investment identified 13 key tasks. First of all, focus on synchronously implementing the tasks and solutions proposed in the resolutions of the Central Executive Committee, the National Assembly and the Government, especially Resolution No. 01/NQ-CP dated January 1, 2021 of the Government.
Focus on strategic breakthroughs, fundamental and important goals, tasks, and solutions serving the implementation of the 5-year socio-economic development goals of 2021-2025, promoting economic restructuring, public investment associated with growth model innovation; Organize the construction and immediate implementation of the medium-term public investment plan for the period 2021-2025 after it is approved; Continue to flexibly and effectively implement the "dual goal" of both disease prevention and socio-economic recovery and development in the new normal state; Coordinate with ministries, branches and localities to remove difficulties and obstacles, speed up the implementation of important projects, key national projects, regional linkage projects, and develop new projects.Prestigious role of key economic regions, large urban areas...
At the Conference, representatives of departments and agencies under the Ministry of Planning and Investment presented reports on the work of building institutions and laws and some important contents to note in the implementation of the Investment Law 2020; Some important contents to note in business registration and implementation of the Enterprise Law 2020 and the Investment Law according to the public-private partnership method.
Delegates also discussed and proposed solutions related to supporting the prevention of COVID-19 epidemic; public investment work; mechanisms and policies on innovation and enterprise development; Construction, management and implementation of strategies, planning and socio-economic development plans for 2021...

Permanent Vice Chairman of the City People's Committee Le Anh Quan spoke at the Hai Phong bridge
Speaking at the Hai Phong city bridge, Standing Vice Chairman of the City People's Committee Le Anh Quan highly agreed with the report contents presented at the conference. The Permanent Vice Chairman emphasized that in 2020, Hai Phong city successfully carried out the dual tasks that the Central Government and the Government directed. To date, Hai Phong has not had a case of COVID-19 in the community. The city's gross product (GRDP) increased by 11.22%, nearly 4 times the overall growth rate of the country. The industrial production index increased by 14.62% over the same period. Export turnover reached nearly 19 billion USD, up 18.5% over the same period. Total state budget revenue is 84.6 trillion VND, equal to 93.9% of the estimate assigned by the Central Government. To date the city10.5 trillion VND has been disbursed, reaching 74.94% of the public investment capital allocation plan. Currently, the city is directing units to focus on further disbursement in January 2021. Transport infrastructure connecting the region and socio-economic infrastructure are actively invested. The fields of culture - society and rural areas are of particular interest. The security and order situation is guaranteed, the sea and island border areas are maintained.
Regarding the 2021 plan and the 5-year plan 2021 - 2025, the Permanent Vice Chairman said that the city has built the above two plans with higher targets than in 2020 and closely follows the goals in Resolution No. 45 of the Politburo. Of which, the GRDP growth rate in 2021 is 13.5%; The average GRDP in the 5 years 2021 - 2025 is 14.5%/year. The city will focus on implementing 3 breakthrough solutions in 2021 and 5 years 2021 - 2025 according to the Resolution of the 16th City Party Congress: urban modernization - transportation infrastructure development, industrial park infrastructure - tourism development.
