(Haiphong.gov.vn) – On the morning of September 8, at the Hai Phong bridge point, comrade Nguyen Xuan Binh, Permanent Vice Chairman of the City People's Committee, attended an online conference to hand over the implementation of Project 513 and arrange district and commune-level administrative units for the period 2019 - 2021 chaired by comrade Le Vinh Tan, Minister of Home Affairs. According to the report, the Ministry of Home Affairs has resolved and submitted to competent authorities to resolve 15/16 areas that overlap with provincial-level boundaries left by history and has many documents guiding the implementation of the Project in localities. The Ministry of Finance has guided and allocated guaranteed funding sources to implement the Project for ministries, branches and localities. The Ministry of Natural Resources and Environment has transferred the project of national borders and administrative boundaries on the map, handed over drawings of national coordinates on land to provinces and centrally run cities; Develop technical plans to determine administrative boundaries of seas and islands between coastal localities. Localities have also resolved thousands of overlapping areasAdministrative boundaries arise in the process of administrative boundary management, including 225/269 bordering areas at the provincial level, 475/493 bordering areas at the district level and 3,885/3,787 bordering areas at the commune level. Localities have built and completed 28,645 administrative boundary markers; established 55,041 pieces of administrative boundary maps at different levels and compiled boundary map records for 9,063/10,614 commune-level administrative units; 601/707 district-level administrative units and 65/63 provincial-level administrative units.
Regarding the arrangement of district and commune-level administrative units, the reduction of 8 administrative units, 6 district-level administrative units and 546 commune-level administrative units; Reduced 228 district-level officials, civil servants and public employees; 9,534 commune-level officials and civil servants; 6,913 people operate at the commune level and it is expected to reduce state budget spending by reducing salaries, allowances and operating expenses in the next 5 years by 1,431 billion VND.
However, besides the achieved results, there are still limitations in the process of implementing Project 513 and arranging district and commune-level administrative units, many tasks have not been guaranteed on schedule and with the required quality; The information and reporting regime is still not timely, the advisory unit is not proactive in proposing competent agencies to resolve difficulties and problems of localities; The division of boundaries between localities and administrative units of sea and islands has been slowly implemented.
Speaking at the online conference, Minister of Home Affairs Le Vinh Tan emphasized: the building of a national database on administrative boundaries (referred to as Project 513), after 8 years of implementation and nearly 2 years of arranging administrative units at district and commune levels, has received the attention and leadership and direction of the Politburo, the National Assembly, the National Assembly Standing Committee, the Government, the Prime Minister, and the coordination Effective coordination between ministries, branches and localities has achieved important results. However, the workload is still very large, requiring high concentration from ministries, central agencies and localities throughout the country. Therefore, at this Conference, Minister of Home Affairs Le Vinh Tan asked delegates to focus on discussing the current situation.Project implementation, thereby evaluating the achieved results, limitations, and causes of those limitations; Coordination between ministries, central agencies and localities during the Project implementation process, remaining tasks of Project implementation and political determination to ensure the implementation and completion of Project 513 no later than December 31, 2021. For the implementation of the arrangement of district-level and commune-level administrative units, the Conference discussed the implementation of district- and commune-level administrative units according to the Resolution of the National Assembly Standing Committee to stabilize the new administrative units, the arrangement and settlement of policies for redundant officials and civil servants; Conversion of documents for organizations and individuals when changing administrative boundaries is carried out; the arrangement of the office and equipment; thereby evaluating the achieved results and limitations, the causes of those limitations...
In Hai Phong, by the end of August 2020, the construction results of Project 513 were basically completed, reaching 83% of the work volume, with the following items:
Complete dossiers and administrative boundary maps at district and commune levels and submit products for ministerial-level technical inspection and acceptance (led by the Ministry of Natural Resources and Environment) to serve the State Appraisal Council (completed in December 2019); Print and duplicate the complete set of records and maps of administrative assessments at district and commune levels of Hai Phong city and sign legal confirmations with neighboring districts and communes in Thai Binh, Hai Duong and Quang Ninh provinces.
Basically complete the dossier set, the provincial administrative assessment map of Hai Phong city is basically completed (according to the Government's Resolutions on determining the provincial administrative assessment between Hai Phong city and Quang Ninh and Hai Duong provinces).
For the development of the project to arrange administrative units, the People's Committee of Hai Phong city has developed a project to implement the arrangement: 12 units (8 wards and 4 communes) including: 9 units with 2 standards of natural area and population size that have not reached 50% as prescribed and 3 adjacent units (1 ward, 2 communes) related to the arrangement; Submit to the City People's Council, complete the dossier to report to the Ministry of Home Affairs, submit to the Government to submit to the National Assembly Standing Committee to issue Resolution No. 872/NQ-UBTVQH14 dated January 10, 2020 to arrange 12 communes and wards in 4 districts, Hong Bang, Ngo Quyen, Do Son and Tien Lang districts to establish 6 communes and wards, reducing 6 communes and wards.
