At the Conference, delegates listened to comrade Le Khac Nam, Vice Chairman of the City People's Committee, Head of the City Steering Committee 799, present a summary of the Project "Building Hai Phong into a drug-free city". Accordingly, in phase 1 until the end of 2026, the city synchronously deploys "sustainable" solutions for 4 communes and wards: Viet Hai, Gia Luan, Hien Hao communes in Cat Hai district; Du Le commune in Kien Thuy district has no drug problems and Bach Long Vy district is an area with no crime or drug problems. By the end of 2026, successfully build drug-free areas in district-level areas including: Hong Bang, Duong Kinh, Kien An, Do Son, Hai An, Kien Thuy, Tien Lang, Vinh Bao and Cat Hai. For the remaining commune-level areas, strive to achieve 30 - 50% of drug-free areas according to the criteria.

Phase 2, from 2027 to 2030, the city continues to implement "sustainable" solutions for commune and district-level areas that were recognized drug-free in the previous phase. At the same time, prevent the emergence of drug addicts and illegal users, ensuring that 70% of commune-level, district-level or higher areas are recognized as drug-free areas according to the criteria set out in the Project. Phase 3 from 2031 to the following years, the city will continue to implement "sustainable" solutions for commune and district-level areas that have been recognized as drug-free; Focus on exceeding the set criteria for determining drug-free areas.

After hearing the opinions of industry and local leaders participating in the Project, City Party Secretary Le Tien Chau emphasized: This is a tough and fierce battle, requiring high determination and the participation of both the political system and the city's people with synchronous and strong solutions. Building Hai Phong into a drug-free city is not only a task assigned by the Central Government but also the wish of the city's people. The development and promulgation of resolutions is the basis for the city, all levels, branches and localities to implement methodically, devote adequate resources, research and build appropriate models, clearly understand responsibilities and implementation progress, thereby achieving the set goals.
The Secretary of the City Party Committee requested the Party Committee of the City People's Committee to coordinate with the project drafting agency to supplement solutions when there is an arrangement by the Ministry of Public Security for the district-level police, to soon complete the project and resolution to submit to the Standing Committee of the City Party Committee for promulgation of the resolution.

Also at the Conference, representatives of sectors and localities listened to reports and gave comments on the 3rd Draft of the Political Report and the 2nd Draft of the Review Report of the City Party Committee for the 2020-2025 term. In particular, delegates focused on discussing the contents of the 3rd Draft Political Report, including perspectives and goals; strategic breakthroughs and solution groups to complete the targets and tasks set for the 2025-2030 term. Especially focusing on the science, accuracy, and synchronization of target groups, strategic breakthrough solutions need to be focused, key, short, and concise.
