Conference to give opinions on the draft Law on Public Debt Management (amended)

To prepare for the Wednesday session of the 14th National Assembly, on the afternoon of October 20, the City National Assembly delegation held a conference to give opinions on the draft Law on Public Debt Management (amended). Comrade Bui Thanh Tung, Deputy Head of Hai Phong National Assembly Delegation chaired the Conference. Also attending were leaders of departments, branches, branches and units.

The draft Law on Public Debt Management (amended) includes 10 chapters and 63 articles. This Law regulates public debt management, including management of mobilization, use of loan capital, and debt repayment of the Government and local authorities; Government guarantees and public debt management operations. Public debt specified in this Law includes Government debt; debt guaranteed by the Government; local government debt. Self-borrowed and self-paid debts of state-owned enterprises, self-borrowed and self-paid debts of public service units, and debts issued by the State Bank of Vietnam to implement monetary policy are not within the scope of regulation of this Law. This Law applies to agencies, organizations and individuals related to the management of mobilization, use of loan capital, and debt repayment of the Government and authorities.local; Government guarantees and public debt management operations.

Conference View

At the Conference, delegates focused on researching and giving opinions on the following issues: scope of public debt; debt classification; State management of public debt, supervision of public debt management, prohibited acts in the management and use of public debt, handling of violations of the law on management and use of public debt; tasks and powers of agencies in public debt management; public debt safety targets; Public debt strategy, Public debt repayment plan, Medium-term debt management program; manage re-lending of foreign loans from the Government; granting and managing Government guarantees; Debt repayment accumulation fund.

Comrade Bui Thanh Tung, Deputy Head of the Hai Phong National Assembly Delegation, noted and received the opinions of the delegates and will present them at the Fourth Session of the 14th National Assembly.
