The Ministry of Planning and Investment must always be at the forefront of reform and innovation

The above is the speech of Minister of Planning and Investment Nguyen Chi Dung at the working session with the Inspection Team of the Secretariat led by comrade Vo Van Thuong, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the inspection team, which took place on the morning of October 18, 2017.

At the working session, the Inspection Team announced the results of the inspection on leadership, direction and organization of implementing Resolution 4 of the 12th Central Committee on strengthening Party building and rectification; prevent and repel the deterioration of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" internally associated with the implementation of Directive No. 05-CT/TW of the Politburo on promoting learning and following Ho Chi Minh's ideology, ethics, and style for the Party Committee of the Ministry of Planning and Investment; Initial results concretize and implement 4 groups of tasks and solutions of the Resolution; Initial results of implementing Plan No. 04-KH/TW dated November 16, 2016 of the Politburo and Plan No. 03-KH/TW dated July 25, 2016 of the Secretariat.

According to the assessment of the Inspection Team, the research and study of the 4th Central Resolution of the 12th Central Committee associated with the implementation of Directive No. 05-CT/TW of the Politburo has been seriously and creatively organized by the Party Committee of the Ministry of Planning and Investment in coordination with the Party Committee of the Ministry agency, in accordance with the characteristics of the agency. The Party Committee has proactively coordinated with the Party Committee of the agency to develop plans and organize the implementation, thoroughly grasp the Resolution, and guide self-criticism and criticism.

The Party Committee has coordinated with the Standing Committee of the Party Committee to centrally lead and direct the self-criticism and criticism, review and supplement the planning for leading cadres at all levels of the Ministry for the period 2016-2021 (reviewed in 2017) and build the planning for leading cadres of the Ministry for the period 2021-2026. After the review, some positive changes were created, strengthening discipline and order, contributing to preventing negative behaviors.

According to the assessment of the Inspection Team, the Party Committee of the Ministry of Planning and Investment has recognized that preventing and repelling the deterioration of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" is one of the important tasks to fight against "peaceful evolution", and has proactively grasped the ideological evolution of party members to have timely and effective solutions to handle and prevent it. Units in the Ministry have had initiatives to improve the quality of cell activities with many creative ways and need to be replicated to create positive changes for party members.

Comrade Vo Van Thuong highly appreciated the working spirit and frank exchange between the Party Committee of the Ministry of Planning and Investment and the Inspection Team of the Secretariat. The Party Committee of the Ministry of Planning and Investment has a specific and relatively complete plan according to the requirements for implementing Resolution 4 of the 12th Central Committee and Directive No. 05-CT/TW; Fully deploy content with many innovative and creative methods and achieve initial results in all solution groups. Through inspection results, the Ministry of Planning and Investment has achieved outstanding results in administrative reform, planning, inspection, staff rotation, direction of information processing, and clarification of issues of public concern.

With the results achieved, Comrade Vo Van Thuong hopes that the Party Committee of the Ministry of Planning and Investment will continue to promote and perform better in the coming time, worthy of being the Ministry of reform and innovation, making an important contribution to innovation, promoting administrative reform, and promoting the country's socio-economic development.

Speaking at the working session, Minister Nguyen Chi Dung said that in addition to thoroughly organizing the implementation of the Resolution, the Ministry of Planning and Investment has integrated it into the Ministry's meetings, briefings and summary meetings, thereby to remind and correct party members as well as determine attitudes towards work, speed up progress and improve work quality. At the same time, the Ministry of Planning and Investment has promoted staff rotation to create motivation and practice management skills, avoid autocracy and authoritarianism in management, and contribute to preventing recession, negativity and corruption.

Minister Nguyen Chi Dung emphasized that the inspection team's frank and objective assessment results are encouragement for the Ministry to continue promoting and researching new and creative ways to implement the Resolution in a more practical and effective way. The Ministry of Planning and Investment determines that this is a difficult and very important task that needs to be done regularly, continuously, and persistently from small to large tasks in all aspects, not just Resolution 4 of the 12th Central Committee and Directive No. 05-CT/TW, thereby improving the quality of discipline in professional work and innovating in reform work to meet task requirements in the new situation./.
