At the Conference, delegates discussed and evaluated that, in recent years, the implementation of cooperation content between Hai Phong city and Hanoi city has achieved important results, contributing to promoting socio-economic development, ensuring national defense, security and social security, in accordance with the strengths of each city, continuing to affirm the position of Hai Phong and Hanoi as driving forces. Main growth of the Northern key economic region, positively contributing to the overall development of the whole region and the country. The two localities have had many exchange and cooperation activities, maintaining exchange relationships, learning experiences and implementing them in many fields; Strengthen connections and exploit potentialtourism, promoting trade, effectively exploiting transportation infrastructure systems (airways, roads, railways, waterways), focusing on promoting administrative reform... The two localities also have exchange, learning and experience sharing activities in Party building and political system building.
However, the cooperation activities between the two cities are not comprehensive, not commensurate and have not well exploited the potential and strengths of the two large cities directly under the Central Government: the main form of cooperation is exchanging information, sharing experiences, exchanging, and has not shifted strongly to implementation steps according to specific projects and schemes; The contents of socio-economic cooperation are not synchronous and comprehensive; share experience in managing and connecting industrial, agricultural, tourism, and commercial zones and clusters that are not commensurate with the strengths of the two cities; There has been no in-depth cooperation on environmental protection issues.
To promote and improve the effectiveness of cooperation between Hai Phong city and Hanoi city; Practically and effectively implement the Resolutions of the Party Congresses of the two cities, Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, vision to 2045, Resolution No. 11-NQ/TW dated January 6, 2012 of the Politburo on directions and tasks for developing Hanoi Capital in the period 2011 - 2020; Contributing to the successful implementation of the Resolution of the 12th National Party Congress, the People's Committee of Hai Phong City and the People's Committee of Hanoi City agreed to direct the strengthening of socio-economic development cooperation, ensuring social security and safety according to 7 main contents: TriImplement development plans and strategies; Cooperation to promote industrial and commercial development; Cooperate to promote the development of agriculture and rural areas; Cooperation in tourism development; Transportation connection; Promote cultural - social - environmental development; Ensuring security, social order and safety.
The People's Committees of the two cities agreed to establish a Steering Committee in each locality headed by a Vice Chairman of the City People's Committee, whose members are relevant agencies to implement this agreement; Annually, organize a preliminary review (in June) and a final review (in December) to evaluate the implementation situation; Report to the City Party Committee and People's Committee on implementation results. Based on the implementation of cooperation contents, leaders of the two cities will decide to organize a conference to evaluate cooperation activities between the two cities at an appropriate time.
Speaking at the Conference, Comrade Hoang Trung Hai, Secretary of the Hanoi Party Committee, expressed his impression of the synchronous development and strong breakthrough of Hai Phong city in recent times. Hai Phong has made breakthrough policies, works and projects for outstanding development, achieving proud results. In addition, the work of hunger eradication, poverty reduction, care for policy beneficiaries, families of people with meritorious services, building new rural areas, cultural and social fields, health care and education are paid attention and well implemented.
