(Haiphong.gov.vn) - On the afternoon of June 7, Vice Chairman of the City People's Committee Nguyen Dinh Chuyen listened to a progress report on the implementation of the investment project to build a coastal road through Hai Phong city and 9 km in Thai Binh province in the form of public-private partnership PPP and the investment project to build and upgrade the Mang Nuoc route from the foot of Binh bridge connecting to the road. 359 in Nui Deo town, Thuy Nguyen district. According to the report of the Project Management Board, for the coastal road construction investment project, in Hai Phong area, 1,485/1,523 households have been approved (reaching 97.5%), and payments have been made to 1,445/1,526 households (reaching 94%). Currently, the site clearance plan for 68,191.52 m2, involving 38 households, has not been approved.
In Thai Binh province, 639/710 households have been paid and handed over, with an area of 35.22/37.58 hectares (reaching 93.7%) and a budget of 41.04/54.8 billion VND (reaching 74.89%). To date, 53/710 households have not approved the plan with an area of 2.36 hectares. 8.79/9.54km of land has been handed over (reaching 92.14%).
Regarding construction work, localities are organizing excavation of molds, spreading geotextiles and sanding the road base; Van Uc bridge is organizing 4 construction phases; For Thai Binh bridge, Thai Thuy district, Thai Binh province is carrying out preparation work and mobilizing machinery and equipment to carry out construction in June 2019. To date, the estimated construction volume has reached 160 billion VND (about 6.4% of construction value).
Concluding instructions at the meeting, Vice Chairman of the City People's Committee Nguyen Dinh Chuoi requested that Departments, branches, along with the Investor and relevant localities continue to speed up site clearance progress, focusing on resolving arising problems and obstacles. The Vice Chairman also requested localities to continue to propagate and persuade people to resettle with money. In case households do not accept resettlement with money, the Investor and People's Committees of districts proactively research and arrange resettlement land and establish resettlement projects according to regulations. Regarding construction work, construction contractors must focus on human resources and construction equipment to speed up construction work in accordance with the signed BOT contract.
Regarding the investment project to renovate and upgrade Mang Nuoc road, Thuy Nguyen district reports on compensation and site clearance: For agricultural land, 247/247 households have been inventoried, with an area of 42,481 m2; paid compensation for land clearance to households of 19.76 billion VND and handed over 47,592 m2 (equivalent to 38% of the total site area to the construction contractor). For residential land, 351/351 households have been inventoried, with an area of 36,241 m2; Currently working on a compensation and support plan. For defense land within the recovered boundaries, inventory has been completed with a total area of 3,534.8 m2.

Regarding the progress of the construction and equipment installation package, weak soil treatment has been carried out, geotextile spread, black sand layers and load filling at locations according to design with a route length of about 1.2km. The value of completed construction volume is estimated at 48.5 billion VND (equivalent to 23.5% of the contract value).
About the investment project to build resettlement areas to serve land clearance, invest in synchronous new construction, complete the technique of 2 resettlement areas with a total area of 125,481.42 m2 to serve land clearance. The project, currently, has completed inventory of 347/347 households with agricultural land, and is completing procedures to pay compensation for land clearance to the remaining households; Construction drawing design documents and estimates are being evaluated at the Department of Construction and submitted for approval according to regulations.
After listening to the reports of the units, Vice Chairman of the City People's Committee Nguyen Dinh Xuan requested Thuy Nguyen district to concentrate resources to soon complete this key project. Specifically, Thuy Nguyen district needs to speed up site clearance work; Coordinate with the Department of Finance and the Department of Finance to approve compensation plans and ensure disbursement progress; Units need to focus heavily on calculating land prices to ensure compliance with regulations. In addition, the Vice Chairman requested the Departments and branches to monitor, coordinate and guide the People's Committee of Thuy Nguyen district to actively implement the city's key projects.
