Comprehending Resolution 45-NQ/TW of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045, the Secretary of the City Party Committee emphasized that the Politburo's issuance of Resolution No. 45-NQ/TW, dated January 24, 2019, is the result of a very elaborate preparation process, deeply summarizing both practice and theory. On the basis of deeply summarizing 15 years of implementing Resolution 32-NQ/TW of the IX Politburo, comprehensively considering immediate and long-term factors, relationships between the city with other localities in the region and the whole country, with the Central Government..., from there, a new Resolution on developing Hai Phong city is developed.

With 5 guiding viewpoints, general and specific goals and groups of highly feasible tasks and solutions identified, Resolution 45 continues to affirm correct, appropriate and timely policies, demonstrating the Party and State's deep concern for Hai Phong city - a "land of outstanding people" with a key position in politics, economics, society, defense and security.

Clarifying basic and new issues in the perspectives and objectives of Resolution 45-NQ/TW compared to previous Resolution 32-NQ/TW, the Secretary stated that Hai Phong is not only an important development pole in the development triangle of Hanoi - Hai Phong - Quang Ninh but also a driving force for development of the Northern region and the whole country. Policies and socio-economic development projects must be associated with the goal of ensuring social security; modern, smart and sustainable industrial development; Synchronous and modern transportation infrastructure; Key logistics services... Focus on investing in science and technology development, improving the quality of human resources. Improve leadership capacity and fighting power of party committees and organizations at all levels; effectiveness and efficiency of management at all levels of government...

The Secretary of the City Party Committee also affirmed that Resolution 45-NQ/TW is a huge opportunity, an important "fulcrum", creating motivation, creating a "blow" to promote Hai Phong to take off even more strongly in the new era. Therefore, more than anyone else, the Party Committee, government and people of Hai Phong city must proactively and seriously implement this important Resolution. Also at this Conference, City Party Secretary Le Van Thanh announced the Results of the 10th Central Conference (Term XII); Directive No. 35 - CT/TW of the Politburo on Party Congresses at all levels towards the 13th National Congress of the Party; and Circular No. 36 - TT/TU of the Standing Committee of the City Party Committee on party congresses at all levels towards the 16th City Party Congress and the 13th National Party Congress. Accordingly, the City Party Standing Committee proposed 15 highly feasible tasks and targets, linking the implementation of the Resolution with the policies and resolutions of the Central Committee, the City Party Committee, and all levels of the City Party Committee. Specifically, by 2025, the proportion contributing to the country's total product (GDP) will reach about 6.4%; The contribution rate to GDP of the Northern key economic region is 23.7%; Average GRDP growth in the period 2019 - 2025 is at least 16%. Average GRDP/person reached 14,740 USD; Budget revenue in the area reached 180 - 190 trillion VND, of which domestic revenue was over 75 trillion VND. Total social investment capital for the period 2021 - 2025 reaches over 1.5 million billion VND.

Continue to improve the investment environment, innovate strongly and comprehensively in the direction and management of governments at all levels, build an open and scientific administration, and create favorable conditions for production and business development. Developing infrastructure, especially synchronous and modern transport infrastructure, has strategic significance. Basically complete the cause of industrialization and modernity, becoming a modern industrial city by 2025; The proportion of industry in GRDP reached 41.9%; The proportion of processing and manufacturing industries in GRDP reached 36.4%; The index of industrial production (IIP) in the period from 2021 - 2025 increases on average over 23%/year... Comprehending the action program to implement Resolution No. 45, comrade Nguyen Van Tung requested that the Party Committee of the City People's Council be responsible for institutionalizing the Resolution and Action Program with annual socio-economic development resolutions and thematic resolutions. The Party Committee of the City People's Committee directs departments, divisions and branches to develop programs, plans, schemes and projects to concretize goals, targets, tasks and solutions.
