Administrative reform has always been identified by Hai Phong as an important solution in attracting investment and creating motivation for sustainable socio-economic development. Solutions such as cutting administrative procedures, reducing implementation time, building a one-stop shop, building an e-government model... have helped Hai Phong rank 2nd out of 63 provinces and cities nationwide in terms of administrative reform for 3 consecutive years (from 2013-2015).
Many of Hai Phong's component administrative reform indexes are ranked highest, such as implementing the "one-stop shop" and "inter-connected one-stop shop" mechanisms. 100% of departments, branches, districts, communes and wards of Hai Phong City have applied the quality management system according to ISO 9001: 2008 Standard in management activities at state administrative agencies. In particular, 100% of public administrative services under Project 30 of Hai Phong have been provided online at level 2 or higher.
Administrative reform was identified by Hong Bang district (Hai Phong city) as an important solution in attracting investment.
The implementation of building an e-government model in Hai Phong has also made new and important steps when launching the e-government model in Hong Bang and Ngo Quyen districts since May 2015.
