On the afternoon of May 10, on the occasion of meeting city voters before the 7th Session of the 14th National Assembly and attending activities commemorating the 64th anniversary of Hai Phong's liberation, Comrade Nguyen Xuan Phuc, Politburo member, Prime Minister had a working program with the Standing Committee of Hai Phong City Party Committee.
Attending the working session were comrades: Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council; Nguyen Thi Nghia, Permanent Deputy Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Comrades, members of the Standing Committee of the City Party Committee, Members of the City Party Committee, and Secretaries of the district and district Party Committees.

Reporting to the Prime Minister, City Party Secretary Le Van Thanh said that in the first 4 months of 2019, Hai Phong continued to achieve comprehensive and outstanding results in all fields. The main economic indicators all grew dramatically over the same period. Economic growth rate (GRDP) in the first quarter of 2019 increased by 15.05%. With the same growth rate as the first quarter of 2019, the city's total GRDP product in 2019 is 179,039 billion VND, exceeding the target set by the Resolution of the 15th Congress of the City Party Committee for 2020 (169,101 billion VND). In the first 4 months of 2019, domestic budget revenue reached 8,523.6 billion VND, an increase of 33.7%; The index of industrial production (IIP) increased by 23.01%; Export turnover reached 4.38 billion USD, an increase of 25.52%.
9 main economic targets that the Resolution of the 15th Congress of the City Party Committee set out for 2020 were all completed ahead of time. Among them, one target to be completed 3 years in advance is budget revenue; 3 targets to be completed 2 years in advance are goods through the port, tourists, export turnover; The 3 targets completed 1 year in advance are total GRDP product, industrial production value, and new rural construction. The remaining 2 targets of total social investment capital and per capita income will be completed in 2020.

Hai Phong City proposes to the Prime Minister to pay attention to directing ministries and central branches to develop a Government action program to implement Resolution No. 45 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045. Proposing the Prime Minister to pay attention to early implementation of key transport projects connecting Hai Phong port with localities such as Lao Cai high-speed railway. – Hanoi – Hai Phong, Quang Ninh – Hai Phong – Thai Binh – Nam Dinh – Ninh Binh. This is a very important traffic route related to the import and export of goods at Lach Huyen international seaport.
The city requested the Prime Minister to direct the Ministry of Transport to soon deploy the remaining wharves of Lach Huyen international seaport, expand the passenger terminal and cargo terminal of Cat Bi international airport, which currently exceeds the design capacity; Allows expansion of Trang Due industrial park. At the same time, it is recommended to soon issue a Decree guiding payments to investors in the form of BT to resolve problems in rebuilding old, degraded apartments using the form of BT investment.
After hearing the opinions of a number of ministries and central branches, Prime Minister Nguyen Xuan Phuc highly appreciated and agreed with the city's report. The Prime Minister emphasized that Hai Phong is a typical city of development, high growth, relatively comprehensive development and strategic orientation, linked development.
Owing to Hai Phong's breakthrough development in recent times, in direction and administration, the city has not only had high political determination but also has solidarity and unity in the direction of serving development, serving the people, for the benefit of the people, the Prime Minister commented.
However, the Prime Minister cautioned city leaders not to be subjective because there are many challenges ahead. It is necessary to define Hai Phong development as not only the development of a locality, but also the development of the regional economy and the Northern economy. Hai Phong is the development center of the entire North – the city needs to identify this as its responsibility. The city must strive to have a development scale on par with large cities in Asia. Therefore, although the city has had remarkable development in recent times, it should not be considered the pinnacle, it cannot be stopped temporarily, but requires investment, hard thinking, and determination to strive further.

The Prime Minister suggested a new development direction for Hai Phong: the city needs to develop technology and attract high-tech businesses, 4.0 technology and the digital economy, because high technology will have higher added value. From there, the Prime Minister set new requirements for Hai Phong: Hai Phong builds a smart city and must be one of the leading cities in Vietnam's digital economy.
The Prime Minister also suggested that the city pay attention to logistics services so that it becomes the largest logistics service center, develop a modern seaport to international standards, attract more airlines, open more flights to Cat Bi airport in the spirit of "opening the sky".
Along with that, develop a system of tourism infrastructure and services with higher stature, stronger attraction with standard hotels, resorts, tourism, entertainment... "People working in Hai Phong tourism need to find out what tourists coming here want to buy to bring back, so that from there, they can have the most unique products to serve tourism development" - the Prime Minister suggested to the city's tourism industry.
According to the Prime Minister, Hai Phong needs to pay attention to the form of infrastructure architecture, with a larger and more distant vision to serve the future development of the city, with underground works, metro systems, parking lots, trees, flower gardens... At the same time, it needs to pay attention to continuing to develop new rural areas to expand the scale of the city, develop rural areas to keep up, closer to the city.
"Hai Phong's leaders need to think about strategies, roadmaps, and steps to have a further vision, thereby directing the city to continue to develop better. Besides, it is necessary to set aside a part of excess revenues to prepare for investment in the new year, investing in the future" - the Prime Minister reminded the city leaders.
The Prime Minister acknowledged the city's opinions and determined that these are extremely necessary recommendations for the development of Hai Phong in the coming time. The Prime Minister said that, during the June Government meeting, relevant ministries will present and propose to issue a Decree on the implementation of Resolution 45 of the Politburo on the construction and development of Hai Phong city to 2030, with a vision to 2045.
The Prime Minister is very happy about the extremely impressive, important, comprehensive and profound successes of Hai Phong in nearly 4 years. The Prime Minister believes that in the remaining time of the Party Congress term, Hai Phong will strive better to fully complete the Resolution, and at the same time prepare well for the City Party Congress next term, prepare for important work of the city, worthy of the people's trust and love, serve the people, and improve the material and spiritual lives of the people. The Prime Minister wished the city leaders and people of Hai Phong solidarity and determination to take the city forward to new steps of development.

At today's working session, the Prime Minister continued to provide profound assessments and directions for the Party Committee and city government to organize and implement, in order to accelerate the process of industrialization and modernization of the city, and effectively implement Resolution 45 of the Politburo.

In particular, we will be determined to direct the successful implementation of Resolution 45 of the Politburo, building Hai Phong into a driving force for economic development of the North and the whole country. Hai Phong will become a civilized, modern, and sustainable city on par with cities in the Asian region as directed by the Prime Minister.
