On April 8, comrade Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council chaired the meeting of the Standing Committee of the City Party Committee to listen to the report and give comments on the Draft Report for working with the Working Group of the Document Subcommittee of the 13th Party Congress and the Action Program to implement Resolution No. 45 of the Politburo.

During the morning working session, the City Party Standing Committee gave opinions on completing the draft report for working with the Working Group of the Subcommittee on Documents of the 8th Party Congress. The draft includes 3 main contents: situation and results over nearly 10 years of implementing the 2011 Platform; carry out socio-economic development tasks; the work of building and rectifying the Party and the Party Committee of Hai Phong city during the term of the 12th Party Congress and the 15th Congress of the City Party Committee.
After listening to the draft Report and opinions, comrades in the Standing Committee highly appreciated the preparation and development of the draft, affirming the scientific and detailed structure of the report, highlighting the implementation results of the City Party Committee. Accordingly, in recent times, Hai Phong has flexibly and creatively applied the orientations of the 2011 Platform, bringing Resolutions of the 11th and 12th Party Congresses and the 14th and 15th Party Congresses of the city, and major policies of the Central Government and the city into life. The draft report also analyzes and clarifies lessons learned, including both successes and failures, and proposes new issues to more effectively serve the development process in the coming period.

In the afternoon, the Standing Committee of the City Party Committee discussed and gave opinions on the Action Program to implement Resolution 45-NQ/TW of the Politburo on building and developing Hai Phong to 2030, with an orientation to 2045. Based on the draft contents and discussion opinions of comrades in the Standing Committee of the City Party Committee, Comrade Secretary of the City Party Committee Le Van Thanh emphasized that Resolution 45-NQ/TW has special significance for the development of Hai Phong in the new period, demonstrating the Central Government's interest, orientation and assessment of the role, potential and position of Hai Phong, so the implementation of Resolution 45 is a very large content, with strategic vision, requiring careful preparation.
The Secretary of the City Party Committee stated clearly that it is necessary to clearly see Hai Phong's position as determined by the Politburo, which is to become the driving force for development of the Northern region, some fields must be at the forefront of the country. From there, the development of the Action Program must also be clear, closely following the Central viewpoints and goals and the city's reality. For specific issues such as transport infrastructure, urban infrastructure..., it is necessary to eliminate short-sighted views, adopt new thinking, follow a civilized and modern direction, taking the human factor as the foundation. For industrial development, it is determined that Hai Phong must become a manufacturing industry center, build appropriate incentive policies and mechanisms, and realize the policy of building an autonomous economy.

Comrade Secretary of the City Party Committee requested that the process of building and implementing the action program to implement Resolution 45 must take the collective will as the core, promote democracy, create high consensus, promote proactiveness to overcome internal limitations, eliminate empty formality and go straight to practical and effective goals and actions, with appropriate roadmaps for each time. Only then will receiving specific mechanisms from the Central Government be effective. He emphasized: Hai Phong must not only take the lead in implementing the goals set out in Resolution 45, but must take the lead in creativity and comprehensive innovation in ways of thinking and doing.
On that basis, the Secretary of the City Party Committee directed the advisory and editing departments to seriously receive opinions from the Standing Committee of the City Party Committee to complete the draft; assign the City People's Committee to assign tasks to each leader and directly direct the construction process in each specific field.
