(Haiphong.gov.vn) - Deputy Prime Minister Tran Luu Quang requested Hai Phong city and Hai Duong and Quang Ninh provinces to speed up the disbursement of public investment capital in the context that the disbursement rate of 03 localities reached below the national average at an online meeting on the afternoon of May 8.

At the meeting, local leaders reported the results of socio-economic development; public investment; import and export; implementation of work indicated in previous sessions; shortcomings, limitations and propose some solutions in the future.

Permanent Vice Chairman of the City People's Committee Le Anh Quan stated clearly: Over the past 4 months, Hai Phong has continued to maintain its growth rate. Some key indicators of high growth include GRDP; IIP; output of goods passing through the Port; attract tourists; Domestic budget revenue... In 4 months, disbursement of public investment capital reached over 2,970 billion VND, equal to 17.47% of the plan assigned by the Prime Minister (17,019.198 billion VND).
In 2024, the city continues to accelerate the implementation of 13 key transportation projects connecting inter-provincial and inter-regional areas. Industrial parks and economic zones are also key investments with large projects in the Lach Huyen international gateway port area, Tien Thanh Industrial Park. Hai Phong southern coastal economic zone is being studied with an area of about 20,000 hectares in the vicinity of Van Uc river, Nam Do Son port. Regarding social housing construction, in 2024, Hai Phong is expected to have about 4,000 units completed and continue to start construction on at least 4 more social housing projects with over 5,800 units. For implementing the national target program to build new rural areas, the city currently has 7/8 districts recognized as meeting new rural standards; 84/137 communes meet new rural standardsadvanced; 48/137 communes meet model new rural standards. Implementing the national poverty reduction target program, the city strives to have no poor households by the end of 2024...
According to Standing Vice Chairman of the City People's Committee Le Anh Quan, there are 3 recommendations that have been resolved, including: implementing an investment project to build a domestic solid waste treatment plant using waste incineration technology to generate electricity in Dinh Vu; handle problems in sea reclamation activities; Use land use norms approved in Hai Phong City Planning and implement land allocation and land lease. However, there are some recommendations that have not been completely resolved such as defense land areas to implement projects at Cat Bi airport; Investment policy of Trang Due 3 Industrial Park, Nam Trang Cat, Giang Bien 2 projects and projects of wharfs 9, 10, 11, 12 of Lach Huyen international gateway port.
Hai Phong proposed 4 new recommendations on applying the condition that the average occupancy rate of Industrial Parks (IZs) in Hai Phong city reach at least 60% according to the provisions of law on Industrial Parks and Economic Zones (EZs); decentralization and authorization to approve investment policies for investment projects on construction and business of infrastructure in industrial parks and export processing zones; Strengthening decentralization and decentralization in management of labor and environment for local Industrial Park and Economic Zone Management Boards. At the same time, we recommend that central agencies soon complete institutions on social housing for workers, including preferential mechanisms for businesses building social housing; preferential loan mechanism to buy social housing; mechanism for businesses to buy, rent, or hire-purchasesocial housing to proactively arrange for their workers instead of having to invest in social housing projects themselves...

In concluding remarks, Deputy Prime Minister Tran Luu Quang highly appreciated localities that have achieved many outstanding achievements in socio-economic development, of which Hai Phong has many indicators among the top in the country. Regarding the tasks in the coming time, Deputy Prime Minister Tran Luu Quang requested localities to actively and proactively resolve issues within their jurisdiction; Strengthen coordination with localities and central ministries and branches.
The Deputy Prime Minister requested the Ministry of Culture - Sports & Tourism to pay attention and consider ensuring harmony between management and preservation of heritage with economic development; The Ministry of Planning and Investment continues to closely monitor, guide, and propose solutions to localities' recommendations on the development of industrial parks and economic zones. Resolving problems in the planning of the Industrial Park of Quang Ninh province bordering Hai Phong city, the Deputy Prime Minister directed Quang Ninh province to complete documents to submit to the Government for processing.
The Deputy Prime Minister also recommended localities to focus heavily on socio-economic development, speed up the disbursement of public investment capital; Strengthen import and export, strive to successfully complete the plan for the first 6 months of the year and the whole year 2024./.
