(Haiphong.gov.vn) - On the afternoon of February 25, comrade Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council chaired a meeting to listen to reports on expected investment in bridge projects in the period 2021 - 2025. Also attending were comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Nguyen Duc Tho, Member of the City Party Committee, Vice Chairman of the City People's Committee and leaders of relevant departments, branches and units.
Leaders of the Department of Transport reported at the meeting
At the meeting, leaders of the Department of Transport reported a proposed investment portfolio for the construction of road and bridge projects in the city. The Department has coordinated with city departments, branches, consulting units and People's Committees of districts to research planning and orientation for local socio-economic development and propose a list of bridges that need to be invested in new construction, upgrading and renovation in the area and connecting districts in 2021 and the period 2022 - 2025.
According to the proposal of the Department of Transport, in 2021, 5 bridges are expected to be completed: Rao bridge, Dinh bridge, Quang Thanh bridge, Trang Kenh bridge (in the Minh Duc town road improvement investment project, Thuy Nguyen district), Da Do river bridge (completed in January 2021 in Road 403 Project (DT.363) phase 2, Kien Thuy district); Construction is expected to start on 19 bridges (including some bridges that have broken ground in 2020).

The expected proposal, approved by the City People's Council in 2021, is 57 bridges, including: 3 bridges connecting the region (Lai Xuan bridge across Da Bac river connecting Thuy Nguyen - Dong Trieu; Ngan 2 bridge across Hoa river connecting with BOT project from Thai Binh city - Nghin bridge; Lo Dong bridge across Hoa river connecting Vinh Long, Vinh Bao communes - An Khe, Quynh Phu communes); 7 bridges across the river connecting districts; 41 bridges in districts; 5 intersections at different levels; 1 bridge on belt 2 and ring 3.
In the period 2022 - 2025, it is expected to propose, through the City People's Council, 29 bridges, including: 2 bridges connecting the region (bridge across Hoa river connecting Vinh Phong, Vinh Bao communes - Thuy Ninh, Thai Thuy communes; bridge across Hoa river connecting Hiep Hoa, Vinh Bao communes - A Sao Temple relic area, An Thai commune, Quynh Phu); 6 bridges across the river connecting districts; 8 bridges in districts; 7 intersections at different levels; 6 bridges on belt 2 and ring 3.
The Department of Transport requests the Standing Committee of the City Party Committee and the City People's Committee to direct departments and People's Committees of districts to continue reviewing general planning, sector planning and local socio-economic planning to have a basis for implementing the construction of bridges/intersections in accordance with the provisions of law on public investment and construction investment; balance, allocate capital for investment, decentralize investment for specific works and investment projects...

Speaking at the meeting, Secretary of the City Party Committee Le Van Thanh stated clearly: Resolution No. 45 of the Politburo and Resolution of the 16th Congress of the City Party Committee have clearly identified the importance and solution to build the city is to focus heavily on building transportation infrastructure. During the 2015 - 2020 term, the city's transport infrastructure development achieved good results, with 46 bridges completed and put into use, thereby creating a driving force for development and expansion of urban space, thus attracting investment from businesses. In the 2020 - 2025 term, the city will continue to focus heavily on developing transport infrastructure, so it is necessary to focus on leadership, direction as well as resources for implementation.
In 2021, we will have to focus and try to inaugurate projects that have been started and are under construction according to the proposed plan, therefore, construction units need to organize the construction of both ends of the bridge and have solutions to ensure safety, disease prevention and control. Along with that, focus on implementing investment procedures to start new projects in 2021 such as: Ben Rung bridge; Nguyen Trai bridge; renovate and upgrade National Highway 10, the section from Da Bac bridge to Kien bridge... and some intersections.
The City Party Secretary also emphasized: The implementation of the city's Ring Road 2 construction is very important, so it is also necessary to focus heavily on the implementation of Ring Road 2, section 1 from Dinh Vu to Duong Kinh district, from Duong Kinh district to Kien An district, connecting Hong Bang district; Section 2 from Dinh Vu to Vu Yen then ends at Lap Ceremony and crosses to Street 359. He requested to focus heavily on preparations from now until June 2021 so that the City People's Council meeting in July 2021 will approve these 2 projects. By the end of 2021, construction on Ring Road 2 will begin, then the city's urban space will be expanded and a large land area will be created and efforts will be made to approve the investment policy of Ring Road 3, from Lap Le to Luu Kiem and completed in the 2020 term – 2025, in accordance with the orientation and goals of Resolution No. 45 of the Politburo.
Comrade Secretary of the City Party Committee proposed that, on the basis of prioritizing focus on belts 2 and 3, simultaneously deploy bridges connecting Hai Phong city with the provinces: Hai Duong, Quang Ninh, Thai Binh. Bridges connecting district to district need planning, to analyze the order of building which bridge first and which bridge last. For bridges connecting communes and villages, decentralize investment policies to districts. Investment in Ring Road 2 is decisive, so it must be highly focused; All projects started in 2020 must be completed in 2021 and continue to start the next projects.
Units are implementing construction of Rao 1 bridge
Previously, Comrade Le Van Thanh, Secretary of the City Party Committee, Chairman of the City People's Council, inspected the progress of the Rao Bridge 1 Construction Project. Surveying at the construction site, he recognized and appreciated the units' efforts in constructing the project and noted that the units must pay attention to progress and ensure quality, and have appropriate traffic arrangements for implementation. He requested relevant sectors and units to dismantle the entire Rao Bridge Bus Station to create a spacious construction site, with the goal of completing Rao Bridge 1 in 2021.
