Vice Chairman of the City People's Committee Nguyen Duc Tho inspected the project.
(Haiphong.gov.vn) - On the morning of August 27, Vice Chairman of the City People's Committee Nguyen Duc Tho and leaders of relevant functional branches, units and localities inspected the entire route of progress of the Dong Khe 2 road construction investment project - phase 1, section from Nguyen Binh Khiem - Van Cao intersection to Le Loi street, Ngo Quyen district.
According to the Project Management Board for investment in construction of traffic works, regarding site clearance work, from November 2020 up to now, Ngo Quyen district has carried out procedures for notifying land recovery, meeting people, announcing implementation plans, inventorying, preparing and approving compensation plans, support, and propaganda for households to receive money and hand over the site. Of the total recovery area of 8.5 hectares involving 446 households in 3 wards of Gia Vien, Dong Khe and Dang Giang, currently 426 households have been inventoried, 300 households have been approved, and 204 households have received money.
The Vice Chairman requested Ngo Quyen district to actively propagate and mobilize households to agree and hand over the premises soon.
Regarding construction work, currently the Joint Venture of Tien Dat Joint Stock Company and Hai Phong Youth Joint Stock Company begins planning to resume construction from August 2021 on the handed over area.
Through the actual inspection and listening to the project implementation progress report, Vice Chairman of the City People's Committee Nguyen Duc Tho noted and assessed that the project clearance work in recent times has had positive changes. However, currently the volume of undelivered land is still quite large. If we are not drastic and determined, the project will be at risk of being behind schedule.
The Vice Chairman affirmed that this is a key project of the city, with the policy of completing construction work in 2021, so Ngo Quyen district needs to continue to focus highly, direct drastically, assign staff to closely follow the propaganda area, and mobilize households to agree to hand over the premises soon.
The Vice Chairman proposed that, on the area of land that people have handed over, Ngo Quyen district urgently deploys the dismantling of the works, along with closely coordinating with the Project Management Board to find ways to access the construction site and organize construction sites to speed up progress.
The Vice Chairman also noted that Ngo Quyen district should carefully review the compensation and support plan to ensure consistency, rigor, and compliance with the law, striving to complete the project clearance work in September 2021; assigned the Project Management Board to coordinate and support Ngo Quyen district in site clearance, and at the same time direct the contractor to plan construction organization, mobilize machinery, vehicles, and human resources, and take advantage of the available land area to urgently carry out construction.

Investment project to build Dong Khe 2 road - phase 1, section from Nguyen Binh Khiem - Van Cao intersection to Le Loi street with investment scale, construction of Dong Khe 2 road with a length of 1,970m; cross section 25 m (of which: 15.0 m road surface, 1.5 m median strip, 4.5 m wide sidewalk on each side). Urban technical infrastructure system on the route includes: electricity supply, lighting, water supply and drainage, fire protection, and trees. Total project investment is more than 1,340 billion VND from the city budget. Project implementation period: 2013 – 2022 (complete construction in 2021, final settlement in 2022).
