In the coming time, the Ministry of Transport must promote the mobilization of all resources for transport infrastructure investment, overcoming irrationalities in the structure of all types intersection shapehip; Harmonious connection between regions, regions and internationally.
This is one of the tasks stated in the Concluding Notice of Deputy Prime Minister Trinh Dinh Dung at the Conference evaluating transport infrastructure investment in the form of BOT (build-operate-transfer) and BT contracts for the period 2011-2015 managed by the Ministry of Transport.
To achieve the above goal, the Deputy Prime Minister requested the Ministry of Transport to continue reviewing the strategy and planning for transport infrastructure development, associated with the Industry restructuring project, towards harmonious development of transport modes; preside over the development and proposal of priority investment projects in the form of PPP in all fields (roads, railways, seaports, aviation, inland waterways); Orientation to establish toll stations, overcoming limitations like in the past.
The Ministry of Planning and Investment presides and coordinates with the Ministry of Transport, the Ministry of Finance, the Ministry of Construction and the State Bank of Vietnam to propose mechanisms and policies to mobilize resources for transport infrastructure development in the form of PPP, which promotes attracting capital from foreign investors.
Deputy Prime Minister Trinh Dinh Dung emphasized strengthening state control over construction investment. Investment projects in the form of BOT contracts need to be strictly controlled in all stages: investment preparation, design survey, project formulation and approval, construction organization, acceptance... in accordance with legal regulations on construction investment, on the principle of ensuring the benefits of the state, investors and users; Correctly determine total investment and be transparent in selecting investors and contractors.
The Ministry of Transport continues to review BOT projects that have been and are being implemented to make timely adjustments; Publicize project information for state management agencies and people to monitor.
The Government Inspectorate carries out inspections according to regulations on investment procedures, volume and quality of construction, fee collection, etc., and recommends remedial measures if there are any violations.
The Deputy Prime Minister assigned the Ministry of Finance to review and adjust road tolls and BOT fees according to Resolution No. 35/NQ-CP dated May 16, 2016 of the Government on support and development of businesses until 2020; promptly issue circulars guiding the management of prices and fees for using transport infrastructure invested in the form of PPP when the Price Law takes effect; Guide and finalize BOT contracts, ensure strict revenue management, avoid tax loss; Guide the disbursement of equity capital of project enterprises investing in the project, ensuring strict management of capital contributions in accordance with regulations.
The State Bank of Vietnam continues to coordinate with ministries, researching solutions to mobilize and strictly manage credit capital for infrastructure investment; Direct commercial banks to closely evaluate BOT projects before lending and have solutions to effectively manage loan capital.
The People's Committees of provinces and cities carefully study the impact of BOT projects on local economic and social development before agreeing on investment policies and setting up toll stations; Closely coordinate with the Ministry of Transport and investors in site clearance and ensure project implementation progress.
The Deputy Prime Minister requested investors and project enterprises to strictly implement legal regulations on construction investment; Soon implement automatic toll collection without stopping, ensure transparency of toll collection data, and reduce traffic congestion./.
