(Haiphong.gov.vn) - On the afternoon of May 14, the Government Office organized a national online briefing conference on the situation and results of reforming specialized inspection activities, reducing and simplifying business conditions, administrative procedures and resolving administrative procedures according to the one-stop, one-stop mechanism in the first four months of 2019.

According to the assessment report of the Government Office, implementing the directions of the Government and the Prime Minister related to the reform of specialized inspection activities, reducing and simplifying business conditions, administrative procedures and resolving administrative procedures according to the one-stop, one-stop mechanism. Recently, most ministries, branches and localities have seriously implemented it with the determination to improve reform efficiency, improve the business environment, create favorable conditions for individuals and organizations and have achieved many practical results.
In just the first 4 months of 2019, ministries, branches and localities issued 700 decisions announcing 13,386 administrative procedures prescribed in 132 legal documents to update, post at the place of resolution and post publicly on the National Database on administrative procedures; Received 1,049 feedbacks and recommendations, of which 934/1,049 feedbacks and recommendations were processed. Basically, people and businesses all agreed with the resolution results of state agencies. Some units did a good job of receiving and responding, typically: the Ministry of Transport, the Ministry of Home Affairs, the Ministry of Finance...; provinces and cities of Hai Phong, Quang Binh, Thanh Hoa... Currently, 100% of ministries, branches, agencies and localities have interconnected document management software with the Communication Axis.National document system, in which 95/95 ministries, branches, agencies and localities have sent and received electronic documents through this system.
However, besides the achieved results, there are still some shortcomings, such as information and reporting not being timely; Many service portals have not yet been able to integrate digital signatures in the process of resolving administrative procedures; the function of statistics on the situation and results of resolving administrative procedures is still incomplete; There are still delays in resolving administrative procedures... In particular, the number of online applications is still low, and there is a situation where online applications are not taken care of, leading to delays; Many administrative procedures do not qualify for online application at levels 3 and 4 but are still built.
Speaking in conclusion at the Conference, Minister - Head of the Government Office Mai Tien Dung emphasized that in order to create a breakthrough in administrative procedure reform and improve Vietnam's business environment, it is recommended that ministries, branches and localities continue to pay attention, focus time and prioritize resources for administrative procedure reform, improve the business environment, and implement the one-stop shop mechanism in resolving the above administrative procedures. The facility closely follows the Government's direction and administration in 2019, taking the satisfaction of businesses and people as a measure of the operational efficiency of governments at all levels.
Minister Mai Tien Dung requested ministries, branches and localities to pay attention to seriously implementing the control of administrative procedures from the drafting stage, reforming process issues, cutting unnecessary procedures... at the same time, identifying this as one of the important solutions to promote growth and free up social resources. Regarding the implementation of the one-stop shop mechanism, the Minister requested to promote the role of civil servants assigned to work at the one-stop department in the direction of receiving and resolving administrative procedures according to method 4 on the spot. Besides, continue to ensure technical infrastructure, upgrade and complete the document management and administration system, digitally sign all electronic documents sent and received on the National Document Communication Axis...
