(Haiphong.gov.vn) – On the morning of April 25, comrade Le Tien Chau - Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city - chaired the working program of the National Assembly Delegation with representatives of the leaders of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the city and a number of Departments and branches to prepare content to attend the 9th Session, 15th National Assembly.

Attending the Conference were comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Pham Van Lap, Member of the Standing Committee of the City Party Committee, Chairman of the City People's Council; Dao Trong Duc, Member of the Standing Committee of the City Party Committee, Chairman of the City's Vietnam Fatherland Front Committee; Comrades, members of the Standing Committee of the City Party Committee, members of the City's National Assembly Delegation.

The conference recorded many opinions and recommendations sent to the National Assembly and the Government, notably the proposal to soon pass a Resolution to replace Resolution No. 35/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies to develop Hai Phong city. This includes the development of a project to establish the Hai Phong Free Trade Zone, with a number of policies being researched and designed in the direction of approaching the financial center model. Specifically: interest rate liberalization mechanism, allowing flexible use of foreign currency and expanding operations of foreign bank branches...

Along with that are recommendations to adjust the Law on Organization of Local Government; soon have solutions to effectively control inflation; Extending the policy support period for businesses and people affected by storm No. 3 in 2024. Decentralization of authority to purchase drugs, supplies, and medical biological products for autonomous medical examination and treatment facilities in groups 3 and 4; extend the time for putting land into use for some projects and works; Determine financial obligations for projects and works requesting extension; Applying a one-time payment auction for a number of specific projects; Clear and reasonable regulations on calculating land use fees for social housing. In addition, the city proposed to remove difficulties and obstacles in the process of implementing Resolution No. 57 of the MinistryPolitics on breakthroughs in science and technology development and national digital transformation, which emphasizes the need to amend and perfect legal institutions to prioritize the development of new technology, support innovation projects, and strategic digital transformation; Facilitate access to capital for technology businesses and build high-quality human resources to meet development requirements in the new period.

Recognizing and appreciating the contributions of the delegates attending the meeting, Mr. Le Tien Chau, Secretary of the City Party Committee, Head of the City National Assembly Delegation, informed at the conference: To prepare for the 9th Session of the 15th National Assembly, the Hai Phong National Assembly Delegation organized meetings with voters in many areas of the city. Thereby, the delegation promptly captured feedback, recommendations as well as enthusiastic proposals from voters, including content related to the implementation of the streamlining policy and organizational arrangement of the political system. According to the Secretary of the City Party Committee, the next 9th meeting will be held two weeks earlier and 15 days longer than previous sessions, with many important contents. Through this conference, the National Delegation hThe city council continues to record difficulties, obstacles, bottlenecks and inadequacies in the practical implementation process at the local level to synthesize, report and make recommendations at the National Assembly forum.

Regarding the proposal for the National Assembly to issue a Resolution to replace Resolution No. 35 on specific mechanisms and policies for the development of Hai Phong city, City Party Secretary Le Tien Chau requested the City People's Committee to direct the authorities to coordinate closely with the city's National Assembly delegation and central ministries, departments and branches to urgently complete the dossier to submit to the National Assembly for consideration and approval at the next meeting.
He emphasized the need to continue to improve the sense of responsibility and participate more closely and qualitatively in the process of developing the content of draft laws, especially specialized laws. During the meeting, it is necessary to promptly contribute comments to the draft laws and resolutions presented at the meeting, including the Resolution replacing Resolution No. 35.
The City Party Secretary also requested leaders of departments, branches, branches and localities, based on their assigned functions and tasks, to regularly review and synthesize difficulties and obstacles in the process of law enforcement, especially those that fall under the jurisdiction of central agencies, and send them to the city's National Assembly delegation for study, recommendations and proposals to the National Assembly for consideration and resolution./.
