City-level oil spill response drill in November 2018

Hai Phong city has 47 seaports and hundreds of inland waterway ports and wharves (including ports, cargo wharfs, passenger ports, fishing ports, anchoring areas for ships and boats to shelter from storms, etc.). Every day, hundreds of ships and boats operate on the sea.

In the city, there are nearly 60 establishments and units whose grassroots oil spill response plans have been appraised and approved by the People's Committee of Hai Phong city, mainly in the Cam River area, with the rest scattered across areas in Thuy Nguyen district and Tien Lang district. From now until 2025, the city will equip additional specialized equipment and supplies to respond to oil spills worth 3 billion VND, from the city's funding source.

In response to the oil spill, the City People's Committee has issued documents guiding the development of oil spill response plans for facilities in Hai Phong city under the approval authority of the district-level People's Committee; promulgate regulations on the procedures for preparing, appraising, and approving oil spill response plans for facilities in the city; Develop and promulgate procedures for appraisal and approval of oil spill response plans. Along with that, the city established and approved oil spill response units; Appraise and approve oil spill response plans for businesses in the city.

City People's Committee directs the Sea and Islands Branch under the Department of Natural Resources and Environment to coordinate with the Office of the City's Disaster Prevention and Search and Rescue Steering Committee and the Oil Spill Response Center to organize training in oil spill response skills for production and business establishments at risk of oil spills; It is expected to organize a city-level oil spill response drill program in November 2018.
