Proposal to renovate and rebuild apartment buildings in the city using city budget capital

(Haiphong.gov.vn) - On the afternoon of March 4, comrade Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council chaired a meeting of the City Party Committee's Standing Committee to listen to reports and give opinions on the Plan to renovate and rebuild apartment buildings in the city using city budget capital.

According to survey data, in 2017, there were 205 old apartment buildings in the city that needed to be renovated and rebuilt, involving more than 8,000 households. Demolition of 18 old apartments has been carried out. In the period from 2017 to present, the city has approved 4 projects in the form of BT to rebuild 7 new high-rise apartment buildings, including: U19 Lam Son Apartment; apartment building N1, N2 Le Loi; Apartment building HH3-HH4 Dong Quoc Binh and apartment building HH1-HH2 Dong Quoc Binh are under construction with a total number of apartments formed of 2,654 units. Thus, up to now, there are 187 old apartment buildings in the city that need to be renovated and rebuilt.

At the meeting, the Party Committee of the City People's Committee reported and asked for opinions from the Standing Committee of the City Party Committee on the policy of the apartment renovation plan with specific city budget capital: Demolish 150 old apartment buildings (of which: 64 level D apartments, 79 level C apartments and 7 level B apartments) to build 8 new apartment complexes (with 10 apartment buildings from 5 floors to 5 floors high). 23 floors), total about 4,744 apartments; Local repair of 37 old apartments (with a total of 1,412 apartments).

Through listening to reports from relevant sectors and opinions of comrades in the City Party Standing Committee, City Party Secretary Le Van Thanh emphasized the significance of the program to renovate and build old apartment buildings; affirming that this is a correct policy and suitable to the people. He also said that this is a new policy, so during the implementation process, there are many contents that need to continue to be improved. Besides, there are also some limitations from relevant sectors and levels, so some set goals have not been met and the efficiency is not high.

Comrade Secretary of the City Party Committee requested Party committees, authorities and relevant sectors to raise awareness, overcome limitations, continue to improve housing conditions for the People, and renovate the urban area closely to the city's annual theme. He pointed out that the beneficiaries of the program are mainly vulnerable groups in society and need to be given utmost attention; The city must raise its determination and drastically implement it because this is the correct policy and pleases the people.

The Secretary of the City Party Committee requested the City People's Committee to provide drastic and regular direction so that all levels and sectors can focus on participating, reviewing and proposing plans to submit to the City People's Council. In particular, direct the Department of Construction to work with investors on ongoing projects, resolve problems to urgently complete the project. He emphasized that the city is steadfast and determined to rebuild old apartment buildings according to the proposed plan, on the basis of adjusting the structure of some works in a civilized and modern direction, increasing height to save land funds for other public works. In the immediate future, a number of projects on Da Nang Street will be adjusted from 23 floors to 36 floors according to modern standards, striving to start construction in September 2021.
