On the morning of March 25, the Department of Finance organized a domestic investment promotion conference and disseminated and guided the implementation of legal regulations on investment and bidding to select investors to implement projects using land. This is a practical activity to enhance dialogue, remove difficulties and disseminate the latest legal regulations to the business community and strategic investors.
At the Conference were representatives of the Director of the Bidding Management Department (Ministry of Finance); leaders of the Department of Finance, relevant departments and branches and numerous representatives of domestic businesses and investors.
Open investment environment from new legal framework

In his opening speech at the Conference, Director of the Department of Finance Nguyen Ngoc Tu said that the Investment Law 2025 officially takes effect from March 1, 2026, bringing fundamental changes, creating maximum favorable conditions for investors. The law has narrowed the cases requiring approval of investment policies, significantly reduced business conditions and simplified administrative procedures. In particular, the management method has shifted strongly from pre-inspection to post-inspection, helping businesses be more proactive in production and business activities.

The combination of specific mechanisms and new legal frameworks is creating an increasingly open, transparent and competitive investment environment for Hai Phong. However, during the actual implementation process, there are still problems arising related to land access, bidding process and coordination between management agencies. This conference is a forum for all parties to recognize, evaluate and find the most optimal solution.
In-depth guidance on land project bidding

At the Conference, delegates listened to representatives of the Bidding Management Department disseminate new points of the law on investor selection. The focus is on the bidding process and procedures for selecting investors to implement projects using land according to the provisions of the Bidding Law and guiding decrees. Experts have carefully analyzed the conditions for organizing bidding, methods for evaluating bids and criteria for selecting qualified and experienced investors.

Representatives of localities also had discussions on practical implementation at the grassroots level. According to local opinions, the implementation of bidding regulations for projects using land requires more detailed instructions on how to determine the floor price and site clearance process after winning the bid to avoid prolonging the project implementation time. At the same time, localities recommended that the city continue to promote the application of information technology in online bidding to ensure openness and healthy competition.
