(Haiphong.gov.vn) - In implementation of Plan No. 208/KH-UBND dated June 9, 2026, of the City People's Committee on the deployment of the Project on developing applications for population data, electronic identification, and electronic authentication for the period 2026-2030, with a vision to 2035, and Decree No. 69/2024/ND-CP dated June 25, 2024, of the Government, the Chairman of the City People's Committee has just issued a directive in Document 1940/UBND-NC, requesting departments, agencies, the Vietnam Fatherland Front Committee of the city, and political-social organizations to accelerate the issuance and use of electronic identification accounts for organizations, businesses, and cooperatives in the city.
Accordingly, agencies and units shall review and compile a list of agencies, organizations, businesses, and cooperatives under their management that have not yet been issued electronic identification accounts; strengthen propaganda on the role and benefits of electronic identification accounts in electronic transactions, administrative procedure resolution, and digital service usage. At the same time, they shall inspect and cross-reference information of organizations, businesses, and cooperatives, including: name, business code/tax code, head office address, operational status, legal representative, and related information. In cases where information is incomplete or inaccurate, guidance shall be provided for updating, supplementing, and adjusting as regulated; coordination shall be made to verify and update the legal status of organizations that are no longer actively operating.
The City Public Security is assigned to preside over and coordinate with agencies, units, and localities to deploy and guide the issuance of electronic identification accounts for agencies and organizations in the area; monitor, urge, synthesize implementation results, and coordinate with the Ministry of Public Security to guide and resolve difficulties and problems that arise. Coordinate with the Department of Finance, the City Tax Department, and relevant units to cross-reference and standardize information of agencies, organizations, businesses, and cooperatives to serve electronic identification, state management, digital transformation, and the implementation of Project 06/CP; synthesize and report implementation results to the Ministry of Public Security and the City People's Committee as regulated.
The Chairman of the City People's Committee also requested to strengthen propaganda and guide agencies and organizations to register digital signatures on the VNeID application when instructed by the Ministry of Public Security, contributing to standardizing and cleaning organizational and business data and promoting digital transformation in the city.
The Department of Finance is assigned to preside over cleaning business data that has been issued with Business Registration Certificates; coordinate with the City Public Security to determine and update legal status and registration information, ensuring data is correct, sufficient, clean, and active. Propagandize, guide, and urge businesses to register, activate, and use organizational electronic identification accounts; coordinate with the City Public Security and the City Tax Department to provide, share, and cross-check business information, serving data standardization and enhancing the effectiveness of state management.
The Hai Phong City Tax Department is assigned to preside over reviewing and cross-referencing data of taxpayers who are organizations, businesses, cooperatives, and business households; determine and update operational status, especially in cases where information is incomplete, inconsistent, or no longer actively operating. At the same time, propagandize and guide businesses and cooperatives to register and activate electronic identification accounts; coordinate with the City Public Security and the Department of Finance to exchange and cross-check data for identification and business management.
The commune-level People's Committees are assigned to preside over reviewing the number and operational status of organizations, businesses, and cooperatives in the area; propagandize and guide eligible cases to carry out organizational identification registration. Coordinate with the City Tax Department to review and clean business household data; conduct on-site inspections, identify households that are operating but have not registered their business or tax code, to guide them in completing procedures, ensuring data is complete and accurate./.
