(Haiphong.gov.vn) - On the afternoon of September 7, the working group of the City People's Committee, led by Mr. Tran Van Quan, Vice Chairman of the City People's Committee, conducted a field inspection of several key projects and held a meeting with leaders of Tu Ky, Tan Ky, Dai Son, Chi Minh, Lac Phuong, and Nguyen Giap communes regarding socio-economic development, the implementation of Resolution No. 11-NQ/TU dated July 15, 2026, of the City Party Committee Executive Board, and the National Target Program for New Rural Development.

Before the meeting, the Vice Chairman of the City People's Committee and the working group inspected the progress of three key projects in the area, including: the Minh Duc New Residential Area Project; the Tu Ky Town New Residential Area Project in Tu Ky commune; and the Investment Project for the Construction of Technical Infrastructure for Van To Industrial Cluster in Chi Minh commune.
At the inspection sites, the working group heard reports from investors, contractors, and local authorities on construction progress, compensation, and site clearance; they also focused on clarifying difficulties and obstacles related to legal documents, verifying land origin, and arranging resettlement for affected households.

The report at the meeting showed that in the first 8 months of 2026, despite the large volume of work after administrative unit rearrangement and the operation of the two-tier local government model, localities proactively followed the directives of the City Party Committee and the City People's Committee, focusing on task implementation and achieving many positive results.
State budget revenue collection was actively implemented by localities, with many areas meeting and exceeding planned progress. Specifically, Tu Ky commune collected over 380.3 billion VND, reaching 104.3% of the annual plan; Tan Ky commune collected 361.97 billion VND, reaching 92.1% of the plan; Chi Minh commune collected over 75.6 billion VND, exceeding the assigned estimate; and Nguyen Giap commune collected 226.07 billion VND, reaching 91.2% of the plan.

Site clearance for major city and national connecting transport infrastructure projects, including the Lao Cai - Hanoi - Hai Phong railway line project and provincial roads passing through the area, was focused on by localities through propaganda and mobilization, creating consensus among the people.
Cultural - social, education, and social security sectors continued to receive attention; national defense - security was basically maintained; administrative reform associated with digital transformation showed positive changes.

In addition to the achieved results, local leaders also raised some difficulties and obstacles, especially the low disbursement rate of public investment capital from some sources and projects; some key projects faced difficulties in inventory, verifying land origin, and arranging resettlement. The implementation of the New Rural Development Criteria Set for the 2026 - 2030 period also requires large investment resources, exceeding the self-balancing capacity of the commune-level budget.
Localities proposed that the city and relevant departments and agencies pay attention to allocating resources, providing specific guidance on compensation mechanisms, site clearance, and land use right auctions; and simultaneously provide synchronous support for land databases to remove difficulties and accelerate the implementation of socio-economic development tasks.

Concluding the meeting, Vice Chairman of the City People's Committee Tran Van Quan acknowledged the proactive spirit and efforts of localities in leadership and management in the past period. He requested departments, agencies, and localities to continue to focus highly, implement synchronously and drastically tasks and solutions, striving to complete the targets and plans for 2026.
Regarding site clearance and the implementation of investment projects, the Vice Chairman of the City People's Committee requested localities to be proactive and decisive from the grassroots level; for projects where most of the site has been cleared, it is necessary to focus on definitively resolving the remaining area, not allowing it to drag on. Compensation and support plans must be implemented in accordance with regulations; at the same time, proactively develop resettlement plans, ensuring the handover of clear sites to investors and contractors.

He noted that localities need to coordinate closely with investors, facilitate the handover of sites in parts and segments that meet the conditions for construction, to prevent delays in site handover from affecting the overall progress of the project. For resettlement, it is necessary to accurately review the actual needs of each household, develop appropriate and clear plans, and avoid prolonging the implementation process.
Regarding public investment capital disbursement, he requested localities to strictly comply with progress and legal regulations; closely review dossiers, contracts, advances, acceptance, and payments according to the volume of work performed. At the same time, strengthen urging and create conditions for contractors to focus human resources and equipment, organize continuous construction, ensuring progress and efficient use of capital.
For residential area projects, urban embellishment, and land revenue, localities coordinate with relevant departments and agencies to review the scale, investment phasing, and resource mobilization methods, ensuring harmony between development needs and investment efficiency; thereby accelerating the collection of land use fees, creating resources for reinvestment in development.
The Tu Ky Town New Residential Area Project in Tu Ky commune is currently undergoing infrastructure construction.
Regarding new rural development and essential infrastructure development, Vice Chairman of the City People's Committee Tran Van Quan requested localities to avoid scattered investment, focusing resources on truly essential works that directly serve the lives of the people and production. This includes prioritizing connecting transport infrastructure, internal irrigation, and renovating degraded public facilities.
The Vice Chairman of the City People's Committee assigned relevant departments and agencies to coordinate with localities to review the entire list of proposals, determine the order of priority, and advise on appropriate resource allocation plans, ensuring feasibility and investment efficiency.
In particular, localities need to pay attention to environmental sanitation, implementing synchronous solutions for waste treatment from source classification, collection, transportation to planning centralized treatment areas, gradually resolving the situation of accumulated waste in rural areas.
In the field of education, Mr. Tran Van Quan requested the Department of Education and Training to coordinate with the Department of Finance to review the current status of facilities and equipment in schools, especially auxiliary works and school toilets, promptly allocating funds for repair and upgrading, ensuring conditions for teaching and learning.
Vice Chairman of the City People's Committee Tran Van Quan also requested departments and agencies to strengthen coordination, guidance, and timely resolution of difficulties for communes in managing and exploiting land databases, implementing land allocation procedures, land use right auctions, and handling redundant public assets.
He emphasized the need to promote the spirit of responsibility of leaders, proactively and decisively organize implementation, focus on removing bottlenecks from the grassroots level, creating clear changes in site clearance, public investment capital disbursement, and infrastructure investment, contributing to the successful completion of socio-economic development goals for 2026.
