Hai Phong City Party Committee has announced the opinions of the Standing Party Committee on the proposed investment portfolio for the construction of road and bridge projects and traffic infrastructure projects in the city.
On February 25, 2021, the Standing Committee of the City Party Committee listened to the report and gave opinions on the proposed investment portfolio for the construction of road and bridge projects and traffic infrastructure projects in the city. After listening to the report of the City People's Committee, Department of Transport, Department of Finance, consulting unit and related departments, branches and units, the Standing Committee of the City Party Committee has the following opinions:
Basically agreed and highly appreciated the proposed investment portfolio for construction of road bridges and traffic infrastructure projects in the city in 2021 and the period 2021-2025.

In order to effectively implement the main and breakthrough solutions for developing transport infrastructure in the city that have been identified in Resolution No. 45- NQ/TW, dated January 24, 2019 of the Politburo on the construction and development of Hai Phong city to 2030, with a vision to 2045; Resolution of the 16th Congress of the City Party Committee, requesting the City People's Committee to direct relevant departments, branches and units to implement the following contents:
Highly concentrate resources and leadership, direct and accelerate the implementation progress of bridge projects under construction in the city.
For the Dinh bridge and Quang Thanh bridge projects, continue to organize construction on the basis of ensuring strict implementation of measures to prevent and control the COVID-19 epidemic; Guaranteed to be inaugurated in June 2021.
For the Rao 1 bridge project, priority is given to ensuring the progress and quality of construction; Urgently dismantle Cau Rao Bus Station; Deploy parallel construction of parks under the Project, first of all parks in Duong Kinh district; strive to inaugurate at the end of December 2021.
Focus on implementing investment procedures; Guaranteed to start construction in 2021 for projects: Lai Xuan bridge; Ben Rung bridge; Nguyen Trai bridge; Thousand 2 Bridge; Project to renovate and upgrade National Highway 10, section from Da Bac bridge to Kien bridge; Ton Duc Thang - Mang Nuoc - National Highway 5 intersection and a number of intersections at different levels in the city.
For the investment portfolio of road bridges and traffic infrastructure projects in the 2021-2025 period: Highly focus on implementing investment procedures to build ring roads, ensuring submission to the City People's Council for approval of investment policies for sections of Tan Vu - Hung Dao - Bui Vien street; Dinh Vu - Lap Le - Lam Dong - Thuy Son (belonging to Ring Road 2) at the mid-2021 meeting, starting construction at the end of 2021; Lap Le - Luu Kiem section (belonging to Ring Road 3) at the last meeting of 2021.
Research and deploy investment in the construction of bridges connecting Hai Phong with Quang Ninh, Hai Duong and Thai Binh provinces.
For bridge projects connecting districts, prepare a general plan for construction implementation; strive to complete in the 2020-2025 term.
For bridge projects connecting areas in districts, decentralize districts to be construction investors.
