Pursuant to the Law on Thrift and Anti-waste No. 110/2025/QH15 dated December 10, 2025;
Pursuant to Decision No. 307/QD-TTg dated February 15, 2026 of the Prime Minister promulgating the Plan to implement the Law on Thrift and Anti-waste;
Implement the instructions of Vice Chairman of the City People's Committee Tran Van Quan in Document No. 1935/VP-TC dated February 25, 2026 on the implementation of the Law on Thrift and anti-waste; Accordingly, the Department of Finance is assigned to preside over the implementation of the content as required in Section 4, Part II of the Plan attached to Decision No. 307/QD-TTg.
To raise awareness and responsibility of officials, civil servants, public employees and workers in the effective use of resources, the Department of Finance recommends that departments, branches, branches, city units and People's Committees of communes, wards and special zones implement the following contents:
1. Organize thorough dissemination and propaganda
– Organize to disseminate and thoroughly grasp the full content of the Law on Savings and Anti-Waste No. 110/2025/QH15 dated December 10, 2025 to all officials, civil servants, public employees and workers under its management.
– Diversifying propaganda forms: Conferences, seminars, dissemination documents, communication documents, integrating into periodic activities, posting on portals/websites, grassroots radio systems, internal newsletters...
– Include the content of practicing thrift and preventing waste into the annual work program of agencies and units.
2. Review and strengthen savings practices
– Review and complete internal regulations on management and use of public finance, public assets, public investment, procurement, conferences, business trips... to ensure savings, efficiency, and compliance with regulations.
– Review legal documents under assigned state management authority; implement according to authority or propose competent authorities to promptly amend, supplement, replace, abolish or promulgate norms, standards and regimes according to assigned authority.
– Strengthen internal inspection and supervision; promptly rectify and handle signs of waste. Timely praise, reward or recommend praise and reward to groups and individuals with achievements in thrift and anti-waste work according to regulations.
– Pursuant to the savings and anti-waste program of the City People's Committee and the annual socio-economic development plan; Heads of departments, branches, branches, units, Presidents of People's Committees of communes, wards and special zones direct the development of plans to implement the savings and anti-waste program of agencies, units and localities. The savings and anti-waste plan clearly defines savings goals and targets and anti-waste requirements within the agency, organization and assigned field of management; Develop solutions to achieve goals, savings targets and anti-waste requirements.
3. Information and reporting mode
– Annually (or upon request), departments, divisions, branches, units, and People's Committees of communes, wards, and special zones report the results and expected tasks of the year and send them to the Department of Finance before November 20 for synthesis and submission to the City People's Committee to report to the City People's Council at the regular meeting at the end of the year.
– At the end of the budget year, departments, divisions, branches, units, and People's Committees of communes, wards, and special zones are responsible for sending reports on the results of savings and anti-waste work to the Department of Finance for synthesis and submission to the City People's Committee and reporting to the Ministry of Finance according to regulations.
– The report content needs to clearly evaluate the achieved results, problems, causes and proposed solutions.
It is recommended that departments, branches, branches, units, and People's Committees of communes, wards, and special zones seriously implement it. During the implementation process, if there are any difficulties or problems; Please report to the Department of Finance for synthesis and reporting to the City People's Committee for direction and resolution according to regulations./
