(Haiphong.gov.vn) - On the morning of November 20, the Government Office's working group led by comrade Mai Tien Dung - Minister, Head of the Government Office had a working session with the People's Committee of Hai Phong city on the results of implementing the single-window and interconnected single-window mechanism according to Decree No. 61/2018/ND-CP of the Government; the implementation of Decree No. 09/2019/ND-CP of the Government stipulating the reporting regime of state administrative agencies; At the same time, survey and evaluate the connection and integration between the Public Service Portal, the city's electronic one-stop system and the National Public Service Portal.

According to the assessment report of the City People's Committee, implementing Decree 61/2018/ND-CP of the Government, the City People's Committee issued Plan No. 206 closely following the content of tasks assigned to localities to implement with 17 specific tasks. Of which, 5/8 assigned tasks were completed on schedule; for 9 regularly and annually assigned tasks including: guiding implementation, publishing the list of administrative procedures, providing online public services, reviewing proposals for connecting administrative procedures... As of November 2019, the Chairman of the City People's Committee has issued 24 Decisions to announce, currently the total number of administrative procedures in the city is 1,870 administrative procedures. Regarding the results of resolving administrative procedures, from the beginning of the year until now, the city has had 3,450,114 documents requesting resolution of administrative procedures, including 3,450,002 documents.Resolved on time (99.98%); 112 documents were resolved overdue.…
Regarding the provision of online public services, the Department of Information and Communications has coordinated with relevant units to deploy the One-Stop System and Online Public Services in the form of hiring IT services. By December 2017, the System installation for Departments, branches, branches, People's Committees of districts, communes, wards and towns was completed; established 1,655 administrative procedures from city to commune level; 397 online public services level 3.4 on the system under the direction of the Prime Minister.
Regarding the connection and integration between the Public Service Portal, the City Electronic One-Stop System and the National Public Service Portal, the City People's Committee Office has coordinated with VNPT Hai Phong and other departments, branches and localities to organize the review, correction, standardization of administrative procedure data and update it to the National Database. As of November 19, 2019, 1,895 procedures/1,902 procedures have been updated and standardized on the national database. Currently, the City People's Committee Office is synthesizing opinions of units to report to the Government Office on technical problems and reviewing and submitting for announcement of additional administrative procedures...

The Minister also noted that regarding the Hai Phong platform database, it is necessary to use an identification and authentication database; Re-arrange the home page interface of the Public Service Portal in a streamlined, friendly, and easy-to-use direction; On the other hand, it is necessary to consider using messages on zalo due to information security issues... Regarding technology infrastructure, the Minister requested VNPT to support the city in deploying connection to the National Public Service Portal; At the same time, requirements for some groups of procedures of the Department of Science and Technology, Department of Industry and Trade, along with some procedures such as birth registration, renewal of driver's license... after pilot implementation, need to be completed synchronously to connect and share with the National Public Service Portal.
