On September 8, 2024, Deputy Minister of Construction Bui Xuan Dung signed Express Telegram No. 02/CD-BXD on overcoming the consequences of storm No. 3 (Yagi). The content of the telegram is as follows:
Typhoon No. 3 (international name Typhoon Yagi) has entered the mainland, and has been directly affecting the Northern region, especially the provinces and cities: Quang Ninh, Hai Phong, Hai Duong, Thai Binh, Nam Dinh, Hanoi, Bac Giang, Thai Nguyen, Phu Tho, Yen Bai, Cao Bang,... causing great damage to people, property, and construction works. According to the forecast of the National Center for Hydrometeorological Forecasting, the rainfall in the Northern region is commonly 100 - 350mm, with some places over 500mm.
Implementing the Prime Minister's instructions on responding to and overcoming the consequences of damage caused by storm No. 3 and floods caused by the storm, based on the functions and tasks of the Ministry of Construction, it is requested that the People's Committees of provinces and centrally run cities direct the Department of Construction and specialized agencies to focus on implementing the following contents:
- Inspect the status of construction structures, dismantle and repair damaged and unstable items and structures. Especially for school buildings, hospitals, apartment buildings, and crowded construction projects, it is necessary to check and review the condition of doors, railings, hanging objects, overhead anchors, walls, roofs, electrical systems, electromechanical systems, water supply and drainage systems and have solutions to localize, warn, handle promptly, and ensure safe operation and use. Particularly for windows, doors, glass wall systems, glass partitions and metal covering systems, refer to current standards.
- For some projects that are unsafe or at risk of becoming unsafe due to storms causing damage to structures, roof trusses, glass facades... and old apartment buildings, they need to be remedied and assessed to ensure safety before continuing to exploit and use. Particularly for old public works that have been inspected and assessed for danger at level D, it is necessary to urgently comply with Directive 05/CT-TTg dated February 15, 2016 of the Prime Minister on inspection, review, and assessment of load-bearing safety of houses and old, dangerous public works in urban areas.
- Carry out and remove advertising signs, roof water tanks, corrugated iron roofs, facades, and glass doors damaged by storms; Urgently check the structural condition, immediately dismantle damaged or unstable structures or carry out repairs and reinforcement, bracing, and support to ensure safety.
- Inspect and review the current status of projects under construction and machinery and equipment serving construction after the storm; dismantle, relocate or repair damaged works, structures, machinery and equipment; Assess safety risks on the construction site before resuming construction according to the provisions of section 2.1.12 QCVN 18:2021/BXD National Technical Regulations on safety in construction.
- During the process of overcoming the consequences of the storm, special attention should be paid to ensuring labor safety specified in QCVN 18:2021/BXD when working at height (section 2.7), electrical safety (section 2.16), safety when constructing, erecting and dismantling, breaking structures and structures (sections 2.10 and 2.15), and safety for the area surrounding the project (section 2.10 and 2.15). 2.1), equipping personal protective equipment for workers (section 2.19).
- Promptly have plans to clear water, drain water and take measures to prevent flooding, ensuring key technical infrastructure works and technical infrastructure systems in urban areas; Organize inspection and review of operation of tide control sluices and drainage pumping stations to increase drainage capacity; dredging and clearing the flow of the drainage system; Repair damaged technical infrastructure, lighting, signal poles, and signage; Check urban traffic areas and connecting traffic areas at risk of landslides and flooding to warn, divert traffic, and ensure safe and smooth traffic.
- Review residential areas at risk of landslides (hilly and riverside areas, downstream areas), zone, warn and organize the relocation of temporary residents to safe places.
8. Mobilize maximum resources to join hands to clean up and handle fallen and at-risk of falling trees to ensure traffic and construction safety; Coordinate with traffic management units, electricity, water supply and drainage and other related infrastructure to promptly handle and repair damaged infrastructure; repair, replant, and replace urban trees according to technical requirements; In which, pay attention to choosing suitable plant species that can withstand storms and winds./.
