(Haiphong.gov.vn) - On the morning of October 29, Prime Minister Nguyen Xuan Phuc chaired an online conference with ministries, agencies and localities on the implementation and disbursement of ODA programs and projects and foreign concessional loans. According to the Ministry of Planning and Investment, in the first 10 months of 2020, especially in September and October, ministries, central agencies and localities have seriously implemented the Prime Minister's instructions at online briefings to promote disbursement of public investment capital, drastically directing and accelerating the progress of implementation and disbursement of public investment capital, including ODA capital and foreign concessional loans. The Government's working delegations went to localities to work to promote the disbursement of public investment capital, thanks to which the implementation and disbursement of foreign capital has changed. As of October 31, 2020, the disbursement rate of foreign capital allocated from the Central budget is estimated to reach 18,089 billion VND, equal to 30.15% of the assigned plan.This disbursement level is higher than the same period last year in both value (VND 12,367 billion) and ratio (27.09%). This shows that the estimated 10-month disbursement rate compared to the plan assigned by the Prime Minister has changed positively compared to the first months of the year. Although the situation has improved, the foreign capital disbursement rate is still low.

In his concluding speech at the Conference, the Prime Minister reminded localities in the Central region to focus on relief and rescue work to prevent people from going hungry and cold. Localities across the country actively help and provide relief to join hands for the Central region.
Regarding the issue of ODA disbursement, the Prime Minister also reminded localities across the country to continue promoting disbursement of public investment capital as it only took 9 months to reach the disbursement rate of 60%, with a large amount of capital yet to be disbursed, localities must promote each project so that disbursement reaches 90%.
The Prime Minister highly appreciated the reporting spirit of the Ministry of Planning and Investment and the Ministry of Finance and acknowledged the determination of many localities in disbursing ODA capital, of which Hai Phong is one of the localities with good and creative ways of doing things.
The Prime Minister emphasized that ODA capital is an important resource contributing to the country's development, therefore, he requested ministries and branches to continue perfecting the legal framework to help ODA projects ensure progress, through which the Government will have a 5-year medium-term roadmap for ODA capital in a more structured and unified manner. In the remaining 2 months of 2020, the Prime Minister requested the heads of ministries, branches, and local leaders across the country to continue to implement drastically and synchronously, focusing on directing, inspecting, urging, and handling shortcomings and shortcomings. End stagnation, fear of responsibility, bureaucracy, and harassment so that the disbursement of capital sources, including ODA, is convenient and highly effective, the Prime Minister affirmed.
According to the report of the City People's Committee, regarding the disbursement of public investment capital in 2020, city localities have completed the detailed assignment of the 2020 state budget capital investment plan for projects. The allocation of the entire 2020 capital plan (including additional capital sources during the year) for projects was completed in August 2020, including 77 billion VND of central budget capital for the project to expand the coastal road through Hai Phong area and more than 1,456 billion VND of bonus resources exceeding the 2019 revenue estimate and reinvested according to a specific mechanism. Investors must be responsible for implementing the disbursement schedule of each project as committed to each quarter. In case the disbursement does not meet the committed schedule, the project will be successful.The pit will consider transferring capital according to regulations; If necessary, the project investor will be transferred (according to authority).
For the results of ODA disbursement, in 2020 the city allocated a capital plan of VND 1,301.9 billion; As of October 27, 2020, the city has disbursed VND 464,954 billion; The expected capital without demand and disbursement ability in 2020 is VND 76,940 billion...
