(Haiphong.gov.vn) – This morning, July 31, the Working Group on Administrative Procedures Reform (Administrative Procedures) and the Prime Minister's Advisory Council on Administrative Procedures Reform held an online conference summarizing administrative procedures reform, activities of the Working Group and the Advisory Council in the first 6 months of the year; Deploy mission directions in the near future. Deputy Prime Minister Tran Luu Quang chaired the conference.

In the first 6 months of 2024, administrative procedure reform has achieved many remarkable results, the Government and the Prime Minister have issued many guiding and administrative documents to promote implementation. Accordingly, 168 business decisions in 16 legal documents have been reduced and simplified; Decentralize 108 administrative procedures at 21 Legal Documents; simplify 247 administrative procedures and citizenship documents in 25 Legal Documents according to the Government's thematic Resolutions; 40 internal administrative procedures have had simplification plans approved by the Prime Minister and 1,012 internal administrative procedures have had simplification plans approved by ministries, branches and localities according to their authority...

Localities attending the Conference.
The provision of online public services has clearly improved with more than 13.9 million online records from the National Public Service Portal; more than 7.4 million online payment transactions with an amount of more than 4,620 billion VND. The rate of online records of ministries and branches reaches 46.16% of the total number of administrative procedure records (up 19.56% over the same period in 2023), localities reach 51.55% of the total number of administrative procedure records (up 19.62% over the same period in 2023); The rate of digitization of administrative procedure resolution results at ministries and branches is 46.36% (up 22.14% over the same period in 2023) and at localities is 58.12% (up 14.56% over the same period in 2023). The rate of dossiers issuing legally valid electronic results for reuse at ministries and branches reaches 46.38% (up 22.14% over the same period in 2023), at localities reaches 64% (up over 24.46% over the same period in 2023)...
The Working Group has promoted its role in helping the Prime Minister direct and urge ministries, branches and localities to implement goals, tasks and solutions on administrative procedure reform, contributing to overcoming weaknesses in the organization and implementation stage and the Advisory Council has also promoted the role of a "floating bridge" between the Government and people and businesses, mobilizing widespread participation of the business community and people in the Government's reform process, ensuring people-oriented reform. people, serving the people as well as improving policy response capabilities. To date, the Working Group has basically completed 13/17 tasks (no overdue tasks), the Advisory Council has completed 10/23 tasks (no overdue tasks) according to the Operation Plan...
At the Conference, leaders of ministries, branches and localities focused on discussing the results of implementing the issuance of Judicial Record Certificates through the VneID application; solutions to promote the implementation of administrative procedures in the electronic environment; Exploitation and use of the Index to assess the quality of service to people and businesses in implementing administrative procedures and providing public services; Implementing the Information System for resolving administrative procedures and digitizing records and results of resolving administrative procedures at the One-Stop Department at all levels...

Speaking at the conclusion of the Conference, Deputy Prime Minister Tran Luu Quang - Head of the Administrative Procedure Reform Working Group noted and highly appreciated the results achieved in the first 6 months of the year. The Deputy Prime Minister proposed that in the coming time it is necessary to strengthen the assessment of specific policy impacts on administrative procedures regulations; Carry out well the consultation, appraisal, verification and drafting of legal documents to ensure that the correct administrative procedures are prescribed within the right authority, necessary, reasonable, feasible, implemented in the electronic environment and with the lowest compliance costs; Organize the implementation of reduction and simplification plans approved by the Government and Prime Minister. At the same time, substantially and effectively cutting administrative procedures creates a favorable production and business environment, transparent, contributing to promoting socio-economic development; Urgently complete the amendments and supplements to legal documents under the authority of the Government, the Prime Minister, Ministers, and Heads of ministerial-level agencies to organize and implement the plan for decentralization of authority to resolve administrative procedures.
Regarding reform of the implementation of administrative procedures, focus on deploying interconnected online public service groups with priority given to reviewing and restructuring the integration process provided on the National Public Service Portal in 2024. At the same time, review, evaluate and restructure the process for online public services being integrated and provided on the National Public Service Portal, ensuring the user-centered principle. Along with that, organize and effectively deploy interconnected administrative procedures groups, promote the implementation of Project 06, especially removing bottlenecks in the implementation process and complete the construction, completion, and upgrading of national and specialized databases, connecting and sharing with the National Population Database to continue simplifying paperwork when performing administrative procedures.
