On March 28, 2014, the Government Office issued Notice 132/TB-VPCP announcing the conclusion of the Deputy Prime Minister Hoang Trung Hai at the meetingVisiting and working on the construction site of the Hai Phong International Gateway Port Construction Investment Project.
Accordingly, the Ministry of Transport and the Vietnam Maritime Administration are required to focus on directing the construction of the Hai Phong international gateway port construction investment project.
Hai Phong International Gateway Port Project is a key transportation project to address the urgent need to improve the loading and unloading capacity of the Northern region. Currently, the volume of goods transported by sea in the Northern provinces is constantly increasing, expected to reach 150-170 million tons by 2020 and this number exceeds the total loading and unloading capacity of both ports in the region, Hai Phong and Cai Lan (currently only about 75 million tons/year).
According to design, Hai Phong International Gateway Port has infrastructure and loading technology invested synchronously and modernly, receiving large container ships from 4,000-6,000 TEU, possibly up to 8,000 TEU in the later stages of the project (equivalent to ships of 100,000 tons operating on long-distance shipping routes), meeting the needs of transporting goods. Export goods from the Northern region go directly to European and American markets without having to transship through regional ports such as Singapore and Hong Kong.
To ensure the project's implementation schedule, the Deputy Prime Minister requested ministries, branches and Hai Phong city to proactively coordinate to resolve problems during project implementation; Improve safety, security and social order to ensure the best conditions are created during the construction process; Comply with legal regulations, especially regulations on investment management and construction quality to soon put the Project into operation and use.
The Deputy Prime Minister requested the Ministry of Transport and Vietnam Maritime Administration to direct the Project Management Board to request the Supervision Consulting unit to further improve the sense of responsibility, arrange personnel to be regularly present at the construction site to monitor and handle situations during the construction process of the Contractors; ensure quality, progress and support the Project Management Board and the Investor with relevant procedures to ensure compliance with the provisions of Vietnamese law and the Sponsor's regulations.
At the same time, request construction contractors to mobilize resources, including human resources, means and equipment to focus on implementing construction to ensure progress; further enhance the sense of responsibility, comply with the terms stipulated in the signed contract; Pay attention to absolutely ensuring labor safety, progress and quality of the Project, ensure environmental protection, and maintain security and social order at the project construction site.
The Deputy Prime Minister assigned the Ministry of Planning and Investment and the Ministry of Finance to balance and allocate enough capital for the Project, ensuring it does not affect the construction progress and create favorable conditions for Contractors in the process of disbursement and payment to implement the Project.
Hai Phong City People's Committee focuses on resolving procedures related to site clearance; Hand over the clean site to the Project Owner as well as the Construction Contractor, ensuring that it does not affect the project construction progress; Support and coordinate with the Ministry of Transport, the Investor, and the Project Management Board to quickly resolve problems that arise during Project implementation.
