Reporting to the Working Group, Chairman of the City People's Committee Nguyen Van Tung said that in recent years, with the attention of the Government, the Ministry of Transport and ministries and central branches, a number of key transport infrastructure projects of the North and the whole country have been put into operation, creating a great boost for the city's socio-economic development, typically the projects: Hanoi - Hai Expressway. Room, Tan Vu - Lach Huyen motorway, road connecting Ha Long city - Hanoi - Hai Phong highway, Hai Phong international gateway port...
In addition to projects invested by the Central Government, Hai Phong also invests in many large projects from the city budget, such as: Cat Bi International Airport flight area; the southwest boundary road of Dinh Vu Industrial Park, overpasses on National Highway 5, Hoang Van Thu bridge, intersection south of Binh bridge, coastal road section through Hai Phong and 09km in Thai Binh province, urban main road...
Specially implementing the content of Resolution 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045, Hai Phong has proactively coordinated with Quang Ninh, Thai Binh, Hai Duong provinces to organize and research necessary procedures to soon deploy a number of connection projects between Hai Phong and other provinces. such as: Construction project of Quang Thanh bridge, Dinh bridge, Lai Xuan bridge, Ben Rung bridge, new construction of Nghin bridge...
Regarding the work of ensuring traffic order and safety, Chairman of the City People's Committee Nguyen Van Tung also added that, in 2019, the city allocated VND 500 billion to the Department of Transport to organize asphalt concrete paving and improve traffic safety systems for about 120 urban and provincial roads.
However, currently the city's railway and inland waterway infrastructure has not been improved much, and the cargo carrying capacity is still small compared to the road. On national highways, there are still some points with potential traffic safety risks, such as: there are many points with open median strips, some branch roads connecting directly to the national highway, the traffic safety system of signs, road markings... is not complete and perfect according to standards.
Hai Phong proposed and recommended to the Ministry of Transport 9 key issues on infrastructure development and ensuring traffic order and safety
Recommendation at the working session, Chairman of the City People's Committee Nguyen Van Tung requested the Ministry of Transport to direct the Vietnam Road Administration and VIDIFI to completely handle traffic safety loss points on National Highway 5 and National Highway 10; arrange capital to start construction of the project to renovate and upgrade National Highway 37 section through Hai Phong territory; At the same time, mobilize legal capital to invest in building the remaining section of National Highway 10 (from Quan Toan overpass to Bi Cho).
The city also proposed that the Ministry of Transport pay attention to upgrading and renovating National Highway 17B passing through the city to meet level III delta standards in the 2020-2022 period (in case the central budget cannot be implemented immediately, the Ministry of Transport is requested to support the city's plan to advance capital to organize project implementation).
The city proposed that the Ministry of Transport coordinate with ministries and central branches to consider reducing tolls on the Hanoi - Hai Phong expressway to attract container trucks and trucks to circulate on the expressway; In addition, research and adjust the planning of Cat Bi airport; Invest in the construction of wharves next to Lach Huyen international port and soon complete the necessary documents and procedures to submit to the Prime Minister for approval of the Hoang Dieu port relocation project. Regarding the construction of a railway connecting Dinh Vu and Lach Huyen seaport areas to reduce road load and logistics costs, the city proposed that the Ministry of Transport first research and reduce the frequency of daytime passenger trains departing from the main station to Thuong Ly station, during peak hours, to avoid causing traffic congestion.
In order for Hai Phong to become a modern, international logistics center by 2030 by sea, air, highway, and high-speed rail, the city recommends that the Ministry of Transport: soon research and complete the construction of the Ninh Binh - Hai Phong - Quang Ninh expressway passing through Hai Phong; At the same time, complete research and implement procedures for early construction of the Lao Cai - Hanoi - Hai Phong high-speed railway; At the same time, adding Tien Lang airport planning to the adjustment of the Air Transport Development Plan for the period up to 2020, with an orientation to 2030.

Speaking at the meeting, Minister of Transport Nguyen Van The assessed Hai Phong as one of the dynamic and creative localities, playing an important role in the socio-economic development of the region as well as the whole country. The Minister acknowledged and highly appreciated Hai Phong as one of the localities that performs site clearance work well to serve traffic projects, and emphasized that immediately after today's working session, the Ministry of Transport will coordinate closely with Hai Phong to concretize the city's problems in implementing important traffic projects.
The Minister agreed with the local proposal to renovate and upgrade Highway 37 passing through Hai Phong and said that the Ministry has proposed that the Government allocate 2020 medium-term planning capital for the project expected to be 60 billion, requesting the city to actively advise ministries and central branches for approval.
Regarding QL.10, the Ministry of Transport agreed to request the Ministry of Planning and Investment to coordinate with the city to complete procedures and take the initiative from local budget sources. Regarding upgrading and renovating National Highway 17B, the Minister assigned the Directorate for Roads to proactively coordinate with localities to urgently carry out repairs and maintenance.
Regarding the proposal to reduce costs for the Hanoi - Hai Phong Expressway, the Minister requested the Directorate for Roads to work with VIDIFI to research and calculate to reduce costs for container trucks.
For Cat Bi International Airport Planning, the Minister requested relevant agencies and units to soon start construction of the passenger terminal.
Regarding Lach Huyen Port, the Minister also expressed his agreement and support for Hai Phong Port in building Ports No. 3 and 4; At the same time, Hai Phong Port is required to coordinate closely with ministries and branches to speed up progress.
Regarding the proposal to build a railway connecting Dinh Vu and Lach Huyen seaport areas to reduce road load and reduce logistics costs, the Minister supported the local proposal and said that if conditions are met, passenger transport can be relocated from the main station to Thuong Ly station, however, it is necessary to expand investment in upgrading Thuong Ly station to meet demand.
