After listening to the report of the Party Committee of the City People's Committee and the opinions of the delegates attending the meeting, the Standing Committee of the City Party Committee has the following opinions:
All levels, branches and unions have strictly, regularly and continuously complied with the leadership and direction of the Central Government and the city; acknowledge and appreciate the participation of the entire political system, armed forces and all people in the work of preventing and overcoming damage after Storm No. 3. The City Party Standing Committee unanimously agreed to evaluate overcoming the consequences caused by Storm No. 3 as an urgent and urgent situation. To ensure the work of repairing damage after the storm is urgent, timely and effective, the Standing Committee of the City Party Committee requires:

1. The Party Committee of the City People's Committee directs:
(1) Instructions on statistical methods and inspection of statistical work to ensure the data system is consistent, not duplicated, and within the prescribed time limit. In particular, it is necessary to clearly classify the damaged subjects (people, businesses, headquarters of central and local agencies...). Statistical work must ensure legality and strictly prohibit policy profiteering. If detected, it must be strictly handled. Chairman of local People's Committees, heads of agencies and units are responsible for the accuracy and compliance with regulations of statistical data.
(2) Focus on mobilizing all resources, while continuing to review, reduce, and postpone tasks that are not really urgent to focus on overcoming the consequences after storm No. 3 such as conferences, seminars, and going abroad; Programs and projects are not really urgent, have not created new values, procedures are still difficult... Urgently allocate funds for administrative agencies, hospitals, and schools to repair and overcome consequences.
Urgently identify projects that need to be implemented immediately according to emergency orders and guide the implementation of construction investment and settlement procedures in accordance with the law, ensuring synchronization and consistency in localities, agencies and units. The Department of Construction, the City People's Committee Office, and localities implement procedures to repair and overcome emergency works, in the spirit of highest priority.
(3) There are solutions to support farmers and businesses suffering production and agricultural losses after the storm. In the immediate future, research to increase the capital entrusted to the Bank for Social Policies to lend to businesses and households to promptly restore production, focusing on the fields of: agricultural production and aquaculture at the lowest possible interest rates; Consider freezing debt, extending debt, writing off debt, and providing further loans to borrowers who suffered damage after storm No. 3.
The Department of Finance researches and advises on policy mechanisms and funding sources to support poor households and families in difficult circumstances whose houses have collapsed or lost their roofs.
(4) The Department of Industry and Trade, the Department of Construction, and relevant agencies promote inspection activities and strictly handle speculation and hoarding to prevent increases in prices of supplies and construction materials; ensure price stability and supply of food, foodstuffs, and consumer goods for the city's people.
(5) Request the State Bank of Hai Phong Branch to advise City leaders on the direction of supporting businesses and people with bank loans affected by the storm, and at the same time direct commercial bank branches in the area to review and summarize losses of customers who are borrowing capital to promptly apply support measures and remove difficulties for customers such as restructuring debt repayment periods, considering loan interest exemption and reduction, continuing to grant new loans... to restore production. for customers who suffered damage after the storm.
(6) Research on preferential mechanisms for taxes, electricity and water; Resolve difficulties in salary payment policies and social insurance for employees at damaged businesses that had to stop operating after the storm; Request insurance companies to speed up the process of appraisal and insurance compensation for businesses damaged after the storm.
(7) Continue to mobilize forces to clean and sanitize streets and residential areas. The health sector organizes disinfection spraying, ensuring environmental hygiene to prevent epidemics from arising after the storm. Continue to urgently repair damage to fallen trees, electrical, telecommunications, and traffic infrastructure systems... Review garbage dump locations, do not dump garbage next to river banks; Treat green waste after storms effectively and scientifically.
(8) The entire political system is highly centralized to support the emergency relocation of households using houses in dangerous apartment buildings in the city due to the impact of Storm No. 3.
(9) Minimize festival and entertainment activities, organize economical Mid-Autumn Festival activities to save funds to repair damage after the storm.
(10) The Department of Labor, War Invalids and Social Affairs proactively grasped the situation and promptly advised solutions to prevent workers from losing their jobs due to the effects of storm No. 3. All levels and branches, especially the Trade Union, promptly implemented activities to care for the material and spiritual life of workers affected by storm No. 3.
(11) Delay or postpone the progress of ongoing inspection and examination teams of enterprises. For delegations included in the Plan but not yet deployed, the time limit will be adjusted to early 2025.
(12) The armed forces focus on ensuring political security, social safety, fire prevention, strengthening propaganda, and not losing vigilance against all types of crimes.
2. Assigned to the Vietnam Fatherland Front of the city:
– Have a plan to allocate and support promptly, to the right subjects, to the right place. In the immediate future, immediately allocate support funds to localities to support people whose houses have been damaged after the storm, especially houses with roofs blown off or houses collapsed...
– Coordinate all mobilized resources and support objects of socio-political organizations to ensure avoiding duplication and missing objects. Socio-political organizations coordinate closely with the city's Vietnam Fatherland Front to ensure targeted and effective support for members.
3. Members of the Standing Committee of the City Party Committee, members of the City Party Committee, leaders of the City People's Committee, departments, branches and localities promote the spirit of solidarity, join hands to call and mobilize businesses and people with conditions to support as much as possible, helping the People overcome the consequences after storm No. 3. In the immediate future, all agencies and units in the city are requested to respond to the campaign and call of the city's Vietnam Fatherland Front.
4. Assign localities: Continue to collect damage statistics after the storm according to regulations, focus on implementing solutions to rebuild damaged infrastructure systems, especially urgent items at schools, hospitals, and headquarters of administrative agencies.
For telecommunications, electricity, and water infrastructure systems that have been basically repaired, it is necessary to continue to review and consolidate to ensure stability and quality as before the storm.
5. City leaders call on businesses and all people of the city to continue promoting the tradition of solidarity, self-reliance, bravery, and the spirit of "mutual love", joining hands, sharing, supporting and encouraging each other to overcome damage after storm No. 3 in order to quickly return the city to normal life./.
